We are committed to delivering a safe and reliable train service, by investing in our fleet of trains, stations and employees. As part of this investment, we are looking to recruit a Head of Programme Management on a full-time, permanent basis based at our Head Office in Birmingham.
The Head of Programme Management will provide senior leadership, vision and drive to the Programme Management Office (PMO) for West Midlands Trains, with accountability for the identification, approval and implementation of all organisational projects, ensuring that information concerning content (e.g., scope, risks and issues) passes to and from executives and sponsors.

What does the role involve?
* Oversight and assurance of the £1bn transformation scheme currently underway in West Midlands Trains, including the key Capital Works portfolio of major depot upgrades.
* Management and ownership of key contractual elements, such as the relevant chapters of the National Rail Contract pertaining to Capital Works.
* Improving the consistency, predictability and efficiency of the organisation project delivery capability through standardisation via the PMO Handbook.
* Leading in best practices and customer-focused - outward and upward to ensure that these practices and values are consistent with internal and external customer expectations.
* Ensuring that political and operational issues of programmes/projects are managed, focusing on the programme/project interface with customers, sponsors, workstream leaders, project managers to protect and promote the West Midlands Trains reputation.
* Overseeing organisational wide programme/project spend ensuring that any investment is in line with the corporate strategy.
* Making sure programmes/projects are well managed, resourced, correctly funded.
* Monitoring benefits and spend for each project and ascertains that payment invoicing and collections are performed efficiently and timely.
What skills and experience do I need to do the job?
* Experienced and highly credible leader with people and leadership skills gained at a senior level, with the ability to lead, develop and motivate a team to deliver results.
* Substantial management experience at a senior level in structured PMO as a Head of PMO/Head of Change role, with proven track record of managing diverse teams through change and managing performance. Willing to challenge and drive performance.
* Proven track record of managing large portfolio budgets (c.£50 m).
* Knowledge of project methodologies and principles including product-based planning, managing in stages. Portfolio risk and issue management.
* Relevant project management body qualification: MSP, PRINCE2 Practitioner / APMP / PMI.
* Self-motivator able to work alone, engage and inspire difficult challenging stakeholders.
* Experience of presenting & reporting to executive board level.
* Proficient in MS Project & MS Office (Word, Excel, PowerPoint, Visio).
* Knowledge of rail industry is highly desirable.
* Knowledge of process improvement practices such as 6 sigma / Kaizen.
