Brief Description
We are looking for x2 Senior Buyers to join our team and to be key members of our Procurement and Supply Chain team, responsible for managing the procurement process for medium to high value complex contracts and framework agreements. The role requires good strategic sourcing and communication skills to ensure value for money for all procurements and compliance with regulatory standards and Network Rail corporate governance. The Senior Buyer will work closely with the Senior Procurement Manager and internal stakeholders to understand their requirements and deliver successful procurement strategies that support Network Rail's objectives.
Key Accountabilities
1. Lead the end-to-end procurement process, including sourcing strategy development, market analysis, market engagement, tendering, and evaluation.
2. Collaborate with internal stakeholders to understand their needs and ensure procurement activities align with business objectives.
3. Target specific works, goods, and services to identify how tangible improvements and procurement efficiencies may be made in our approach to the Supply Chain.
4. Manage reactive procurement requests, ensuring that they are conducted in a controlled and efficient manner whilst also managing stakeholder expectations in observing agreed processes and governance.
5. Manage and mitigate risks within the supply chain, ensuring compliance with all relevant policies, procedures, and regulations.
6. Provide continuous education to internal stakeholders on policy, process, and regulations so that they have a clear understanding and appreciation of such matters.
7. Provide expert advice and guidance to internal stakeholders on all sourcing and procurement-related systems and governance documentation.
8. Support senior Commercial & Procurement staff in the development and implementation of national procurement strategies as required.
Job Skills, Experience and Qualifications
Essential
* Strong understanding of procurement best practices, contract law, and supply chain management.
* Recognised skills in contractual and commercial matters, with credibility and experience to act as an advisor to other staff.
* Applied knowledge of NEC Contract Suite.
* Awareness of contract requirements for safety and environmental protection.
* Excellent negotiation, communication, and interpersonal skills.
* Able to work independently as well as within a team environment.
* Strong prioritisation and time management skills.
Desirable
* Membership of appropriate professional institution (CIPS/ RICS) or in the process of working towards accreditation.
* Experience in the rail industry or a similar large-scale infrastructure environment.
* Demonstrable understanding of The Procurement Regulations 2024.
* Working knowledge of Jaggaer e-Sourcing Portal or equivalent.
* Working knowledge of Oracle e-Business Systems.
* Working knowledge of Network Rail's Suite of Contracts.
