Description Champion the provision of a high-quality proactive People service, to the College and any subsidiary companies, which is focused on supporting managers, departments and staff to achieve outcomes based on the provision of a quality service to students and is line with the vision, purpose, priorities and objectives of the College. In addition one post holder will deputise for the Group Director of People as required. Main Responsibilities and Duties: 1. Work in partnership with senior managers to deliver College and departmental business strategy and objectives by providing a People consultancy and advisory service on issues affecting staff and the terms of their employment with the College, supporting business planning processes, analysing management information to ensure an effective People service for departments throughout the College. This will include ensuring that managers are dealing effectively with employee relations issues by developing business focused plans and engaging and involving People Team colleagues to deliver operational support for the delivery of a high-quality proactive People service. 2. Provide expert advice, guidance and interpretation of employment law and conditions of service for all managers and staff promoting the consistent application of local employment policies and practices across the College and working closely with People Team colleagues to support the delivery of the People service in line with best practice and high-quality standards. This will include undertaking People projects and assignments as required. 3. Manage the local provision of an effective and efficient attendance management system, holding case conferences, liaising with relevant Occupational Health support and other stakeholders to achieve the swift resolution of individual cases, minimising staff absence and promoting organisational performance by driving up attendance rates with suitable interventions for persistent absentees. 4. Co-ordinate recruitment activity, working with managers to improve the quality of applicants and appointments and to market the College as a great place to work, overseeing recruitment and selection processes, advising managers on appropriate procedures and practice to ensure consistent methods and standards are applied throughout the College and staffing needs are met in a timely and efficient manner. 5. Identify appropriate measures and support aimed at improving capability by supporting the development of performance, productivity and engagement measurements, working with managers to monitor and review individual, team and departmental progress in respect of both performance and productivity, to ensure that all such plans achieve the relevant targets to improve and maintain the provision of high-quality teaching for students. This will include applying performance management and capability processes as appropriate. 6. Promote and support change management processes for the College consulting with trade unions, attending meetings with managers and staff to address individual development and contractual issues, engaging and involving People Team colleagues to support the delivery of change programmes, managing redeployment issues as necessary in accordance with College policies and practices to facilitate the effective and timely management of change. 7. Revise and develop employment policies, guidance, procedures, processes, and practices taking account of changes to legislation, ensuring the College is legally compliant and provides good employment practices and procedures at all times to support managers and staff in delivering a first class education for students. This will include assisting with the development of the People database and online People services as and when required. 8. Undertake job analysis and design of new and revised roles, skills audits and standards to support reward and recognition, staff development processes and succession planning initiatives to ensure the staffing needs of the College are anticipated and planned for appropriately. 9. Develop and oversee the implementation of plans within directorates to improve the people management skills of managers, designing and delivering staff development programmes, including sickness absence, grievance, disciplinary and recruitment and selection programmes to ensure that managers are equipped with the necessary skills required to manage staff. This will include supporting the Learning & Development function as and when required.
