The TOEX programme is an intelligence capability that provides dedicated intelligence and analytical expertise in support of forces undertaking complex organised exploitation investigations such as modern slavery and human trafficking, organised immigration crime, county lines, adult and child sexual exploitation and abuse. TOEX are seeking an Intelligence Development Officer to work in our national team based at Norfolk police headquarters. You will be joining a team of intelligence analysts, researchers, intelligence development officers and data specialists, all working together to tackle those exploiting the vulnerable. We are a friendly team who offer flexibility around home and office working.
As an IDO, you will be responsible for developing and evaluating intelligence, assessing the threat, risk and harm which exists. Your role is to gather, research and evaluate information, to prepare intelligence products, maintain networks of internal and external partners, and to use overt and covert intelligence techniques to perform your role.
This role is currently advertised as a fixed term contract to 31st March 2026, with potential for this to be extended dependent on funding.
Essential Criteria
1. College of Policing Intelligence Professionalisation Programme (IPP) Qualification (to complete within 12 months of appointment), and continued IPP compliance or willing to undertake College of Policing training programmes (Introduction to Intelligence and Introduction to Research)
2. Experience of researching information from a variety of sources
3. Experience of interrogating, maintaining and utilising data on a variety of computerised systems, including Microsoft Word, Excel, and Outlook
4. Experience of preparing detailed reports and presenting information in a variety of formats
5. Understanding/experience of the National Intelligence Model (NIM)
6. Ability to write detailed reports and other documents
7. Able to communicate with a range of stakeholders to provide information and intelligence and ensure understanding
8. Skilled in using specialised and standard software related to own area of work to extract, analyse and report on data
9. Able to identify potential opportunities to enhance efficiency and/or effectiveness within own area of work, including developing own knowledge to increase effectiveness
10. Able to break down a problem into component parts and determine appropriate action
11. Good team working skills demonstrating awareness of individual differences and providing support as required
12. Able to appropriately prioritise and plan own work
13. Able to proactively develop effective working relationships with colleagues, partners and other stakeholders
Desirable Criteria
1. Experience of working in an intelligence environment
2. Ability to travel if required
