As the Director of Finance (Deputy s151 officer), you will support the Executive Director of Finance and Resources and corporate colleagues to ensure that strong financial management and value for money sits at the heart of our desire to deliver our One Hounslow Financial Strategy (medium-term financial plan) that sits alongside our Ambitious for Hounslow corporate plan.
Ensuring high quality financial management delivers outstanding front-line services is a given but you will also be accountable for financial support and advice on Hounslow’s capital programme across its General Fund and Housing Revenue Account.
Your visible leadership and commitment to maintaining an empowering and supportive environment for finance and non-finance colleagues will position you as a trusted collaborator right across the council.
About The Team You’ll Be Working In
* As the Council’s Deputy s151 officer you will be a key member of the Finance and Resources department, deputising for the Executive Director of Finance and Resources (s151 officer).
* The Finance and Resources department houses many of the central corporate functions; digital and IT, and Legal and Democratic Services.
* This role will lead the Council’s One Hounslow Financial Strategy, and by extension be closely connected to all services, including being a trusted advisor to the Chief Executive, the Leader of the Council and other Cabinet Members.
About You
As a member of our Directors Group and Senior Leadership Team, you will play a key role in decision-taking on behalf of our residents and contribute formally through our leadership governance arrangements across the organisation.
As our Director of Finance (deputy s151 officer) you will have extensive experience of local government finance and be able to deputise for the Council’s s151 officer when required.
Key Accountabilities Include
* Acting as advisor to Elected Members in respect of Medium-Term Financial Strategy, Revenue Budgeting, Capital Strategy and Major Capital Projects.
* Co-ordinating the corporate and service finance functions.
* Ensuring relevant financial systems are in place with effective internal controls.
* Lead and inspire the Finance function, building on an ethos of continuous improvement for financial training and development across the Council.
