We are currently working with a large public sector body in Wiltshire, who are looking to take on a HR Operations Manager on an initial 6 month temporary contract. Candidates should take the time to read all the elements of this job advert carefully. Please make your application promptly.
The role offers hybrid working (2-3 days working from home). The hourly rate is £50 per hour via an umbrella company, and it is 37 hours per week.
You will have strong people management experience, including the management of managers, strong Employee Relations and Trade Union experience as the lead for Advisory services and will also oversee payroll services.
Duties will include (but are not limited to):
1. Overseeing and providing guidance to the managers responsible for direct line management of Senior HR Case Advisors and Case Advisors to ensure employee relations cases are managed effectively and efficiently, ensuring the manager facilitates the handling of cases within agreed policies, procedures, and timescales.
2. Ensuring that the team continuously develops their professional knowledge, stays updated on relevant terms and conditions, and employment law, to maintain high-quality standards of advice and resolution.
3. Ensuring compliance with employment laws and regulations by providing expert guidance and oversight on all HR practices and policies.
4. Reviewing and updating HR procedures to reflect changes in employment legislation, conducting training sessions for staff on legal compliance, and handling complex employee relations issues, including investigations and disciplinary actions, to mitigate legal risks to the organisation.
5. Managing and accessing contentious employee relations cases to ensure the provision of professional advice to managers, head teachers, and school governors that is clear, concise, and provides a balance of risk and benefit-based options. Where appropriate, seek advice from the legal team and attend employment tribunals when required, acting as a witness for the council.
6. Monitoring team performance, interrogating management reports/information, and producing caseload statistics, developing plans for improvement, and where appropriate identifying trends that may impact on service performance and culture (disciplinary, absence, etc.) for discussion with the business partners.
7. Working in partnership with the HR&OD management team to share insight and ensure there is a joined-up approach for the effective delivery of HR&OD Services.
8. Overseeing the daily management of payroll services, providing direct supervision to the HR Payroll & Systems Development Manager and assisting with daily decision-making and team management.
9. Leading the development of service and systems functions, ensuring workloads are managed efficiently, resources are allocated based on demand, and supporting the team in developing their professional skills and performance to meet their agreed objectives.
10. Monitoring the traded elements of the HR advisory and Payroll teams to ensure income covers costs and taking steps to further develop opportunities for trading these services.
11. Consulting and liaising with the recognised Trade Unions, professional associations, and associated bodies on employee relations matters, promoting early, local, and informal resolutions to ER issues.
Experience required:
1. Previous work within the public sector (desirable).
2. Experience managing complex ER casework.
3. Strong People Management.
Working hours:
37 hours per week Monday – Friday, 9am-5pm.
