You will report directly to the Assistant Director for Waste and Street Cleansing, developing and delivering a strong health, safety and environmental protection culture at the sites under the Authority's control while delivering exceptional customer service, maximizing revenue and cost control, and implementing new waste diversion initiatives at both operational and strategic levels.

Objective of Role
The Townmead Road Reuse and Recycling Centre (HRRC) and Central Depot Materials Handling Facility are Richmond-owned and managed waste transfer sites. You will be responsible for managing the daily activities across both sites, ensuring that the Authority complies fully with its legal duties in respect of waste management, health, safety, and welfare of its employees, visitors, and other users of the sites. This new role will require working with the Assistant Director for Waste and Street Cleansing to effectively manage these sites, focusing on creating resilience across the sites to manage annual leave, training, upskilling, and creating career paths. This will include the strategic direction for both sites, maximizing their potential and financial budget management, focusing on site improvements, management of infrastructure repairs, and equipment replacement.
About the Role
As the Operations Manager, you will be responsible for both sites, splitting time equally between the two locations and having overall responsibility for operations and direct line management of the Senior Site Supervisors. Each site operates with a structure of Senior Site Supervisor, Supervisors, and Site Operatives. Staff may be asked to work across both sites if required, as roles are interchangeable.
You will be required to hold and retain the Certificate of Technical Competence (CoTC) WAMITAB Level 4 qualification as part of this role, demonstrating that you have the knowledge and skills to ensure the waste sites comply with the Environmental Permitting (England and Wales) regulations.
Essential Qualifications, Skills and Experience
1. Budget Management: Experience managing daily activities of the Council's Household Reuse and Recycling Centre and the Council's Material Handling Facility (the Sites), in line with annual budget requirements and Service Level Agreements.
2. Health and Safety: Ensure that the Authority complies fully with its legal duties in respect of the health, safety, and welfare of its employees and other users of the Sites.
3. Compliance: Achieve full compliance at the Sites, including compliance with all requirements of the Sites' environmental permits, the Planning Authorities, and all other regulators.
4. Management Skills: Lead, motivate, and manage the Sites' teams ensuring effective delivery of services, good financial performance, and compliance with statutory requirements.
5. Qualification: Hold and retain the Certificate of Technical Competence (CoTC) Level 4.
