Job Purpose
The Senior Chief Officer is Second-in-Command and will be capable of taking full command in the event that the Master is no longer able to fulfil their duties. He/she will understudy and learn from the Master, ensuring a suitable level of competency to take over the vessel command, including proficiency in ship handling. The Senior Chief Officer will maintain safe navigational watches at sea, at anchor and whilst the vessel is engaged in DP operations. Acting as the Safety Officer onboard, he/she will work to improve the standard of safety throughout the vessel endeavoring to promote a positive safety culture in all aspects of operations. The Senior Chief Officer will also be appointed as the Ship Security Officer and will fulfil security duties as per the International Ship and Port Security (ISPS) Code.
Job Description
* Senior DP watchkeeper with overall responsibility for navigational safety and DP operations for the duration of his/her watch
* Maintaining the navigational safety of the vessel at all times including at sea and at anchor
* Ensuring the continued safety of the vessel whilst in port
* Understudy the Master at all available opportunities and working to develop and maintain proficient ship handling
* Mentoring of Second Officers to develop their skills for future promotional opportunities
* Ensure that all mandatory procedures related to navigational watchkeeping, DP Operations and control of work are used effectively and outcomes available for audit purposes
* Ensure own operational competence with all navigational, bridge, safety and security systems onboard
* Assist Master in controlling emergency situations
* Liaise with Chief Officer to ensure safe and efficient running of the vessel and assisting the Chief Officer with his/her duties when required
* Ensure that the control of work process is implemented effectively and that all crew members are trained and competent to carry out their roles within the system
* Support Master in ensuring certification of all personnel is valid and in date as required by company procedures, STCW and flag state
* Ensure all personnel joining the vessel for the first time are adequately familiarised in accordance with the company procedures and policies
* Hold drills, conduct training and maintain records in accordance with flag state regulations and company procedures
* Maintain records of training conducted onboard
* Ensure the safety management system and the ship security plans are implemented and reviews completed as required
* Undertake regular security inspections of the vessel and liaise with Company Security Officer on any issues
* Ensure that personnel have received the adequate level of security training, and conduct security drills and practical exercises as necessary
* Ensure that the provisions of the Code of Safe Working Practices for Merchant Seamen, statutory requirements and company procedures are complied with
* Manage any safety concerns raised in liaison with HSE Advisor, and manage cases via synergy
* Conduct safety walkabouts and inspections as required by company procedures and good working practices
* Facilitator of the Safety Committee
* Review safety notices, T-MOS circulars and the BMS intranet/bulletin board upon joining and re-joining the vessel
* Upkeep of safety and security aspects of the planned maintenance system and completion of tasks in a timely manner
* Assume medical duties when there is no Medic onboard including the maintenance of the hospital, medical stocks and the provision of medical treatment
* Conduct appraisals as directed by the Master, identify training needs and ensure they are fulfilled where considered necessary
* Any other duties as directed by the Master
Typical background and experience required
* Operational experience in senior capacity on pipelay, saturation diving and/or construction vessels gained and developed within the TechnipFMC fleet
* Currently working as Chief Officer with 2 years experience in senior position within the TechnipFMC fleet (or by exception upon approval by Senior Management)
* Proven knowledge of marine and DP systems, operations and legislation
* Proven knowledge of IMCA guidelines and industry best practices
* A comprehensive understanding of the appointed vessels operations, capabilities, limitations and industry standards
Qualifications
Essential:
• Master (Unlimited) Home Country STCW (Reg II/2) Certificate of Competency
• Unlimited DP Operator Certificate
• Ship Security Officer Certificate
• Safety Officer Certificate
Generic skills:
• Computer literate, proficient in Microsoft Office Suite (Word, Excel, PowerPoint and Outlook)
• Good communication skills in English
• Ability to work in multinational environment
Preferred:
• Mandatory training as required by company training matrix for Master
• Certificate of equivalent proficiency for the flag of assigned vessel prior to first assignment
• Kelvin Top-SET Lead Investigator training
• IMCA Competence Assessor and Verifier
