Key Responsibilities:
Train and mentor junior members of staff, and line manage Technicians and Clerks of Works within designated geographic areas.
Provide comprehensive technical feedback to third-party developers, ensuring proposals meet acceptable standards for technical approval and future adoption.
Offer professional advice and guidance on Transport Development design, construction works, and associated legal agreements to planning officers, developers, agents, and internal consultees.
Attend and represent the Highway Authority at meetings, technical groups, and stakeholder forums, providing highways and transport advice.
Establish and maintain professional working relations with Elected Members.
Calculate bonds and commuted payments for maintenance, and manage drawing check/inspection fee values in line with policy.
Issue relevant certificates and statements of adoption, negotiating the release of bond payments.
Maintain and update the Highway Development Management team database.
Demonstrate knowledge of construction material properties and their applications concerning maintenance and sustainability.
Attend on-site meetings to address technical issues and conduct occasional routine inspections.
Instruct Legal officers to prepare and enter into agreements with third-party developers.
Ensure all duties are performed with due regard to customer care, equal opportunities, information governance, data protection, and health and safety policies.
Job Requirements:
Substantial experience dealing with Highways development management issues within a public or private organisation.
Strong understanding of Highways Planning and Development legislation.
In-depth knowledge of engineering design standards.
Experience with Section 278, 38, and 106 Agreements.
Proficiency in providing technical feedback on highway-related matters.
Experience liaising with specialist engineering consultants such as those in street lighting, traffic signals, and structures.
Experience negotiating complex legal agreements.
On-site operations experience.
Experience working within a political environment.
