This role involves managing a team of discipline specific specialists, including engineers and contractors, ensuring compliance with safety standards and regulations, and delivering high-quality services to tenants and clients. The M&E Manager will play a critical role in maintaining the operational efficiency, safety, and sustainability of the building's infrastructure. Duties for the position of M&E Manager in Oxfordshire include: Maintenance and Operations Develop and implement maintenance programs for mechanical and electrical systems, ensuring the reliability and longevity of building infrastructure. Monitor and manage the performance of M&E systems, including HVAC, plumbing, electrical, fire safety, and security systems. Ensure effective delivery of repairs are undertaken in a timely manner. Conduct regular inspections, identify issues, and initiate corrective actions to prevent system failures. Design review: Working with development partners and other stakeholders, review new scheme designs at an early stage, so as to ensure the clients maintenance activities are considered as part of any new development. Act as technical expert for all matters relating to new build specifications and design queries. Manage on-boarding of new schemes and equipment, reviewing commissioning, and setting up on the clients systems. Project Management: Lead the planning, execution, and delivery of M&E projects for social housing and commercial buildings. Oversee the design, installation, and commissioning of M&E systems, ensuring projects are completed on time, within budget, and to the highest standards. Coordinate with architects, contractors, and other stakeholders to integrate M&E systems seamlessly into building designs. Lead a team to ensure all M&E systems are maintained in excellent working order and a planned end of life replacement programme is in place for all systems and component items. Ensure critical parts lists are produced and parts are available (long lead and difficult to procure items) held internally or with relevant contractors. Team Leadership: Manage a team of engineers, technicians, and contractors, providing guidance, training, and support to ensure high performance. Assign tasks, monitor progress, and evaluate the performance of team members. Foster a collaborative and safety-focused work environment. Compliance and Safety: Ensure all M&E systems comply with regulations and relevant safety standards. Ensure all M&E system maintenance is scheduled and instructed, to comply with regulations and relevant safety standards, and ensure overall compliance for the client. Keep up to date with changes in legislation and best practices related to mechanical and electrical systems. Conduct risk assessments and implement safety protocols to mitigate potential hazards. Implement regular inspections of works, plant rooms and operations Develop and implement permit systems to ensure safe working practices Budgeting and Cost Control: Prepare and manage budget forecasts for M&E projects and maintenance activities in future years. Monitor expenditures, identify cost-saving opportunities, and ensure financial accountability. Review and approve invoices, contracts, and other financial documents related to M&E services. Client and Tenant Relations: Serve as the primary point of contact for M&E-related inquiries from tenants and clients. Address concerns, provide technical expertise, and ensure customer satisfaction. Develop and maintain positive relationships with stakeholders, including housing associations, commercial clients, and local authorities. Sustainability and Innovation: Promote energy-efficient and sustainable M&E solutions, contributing to the organization's environmental goals. Stay informed about technological advancements in M&E systems and recommend innovative solutions to improve building performance. Implement strategies to reduce energy consumption, water usage, and carbon emissions. Educational Qualification: Degree or HND/HNC in Mechanical or Electrical Engineering Professional Certifications: Certifications such as City & Guilds NVQ Level 3, AM2, and 17th/18th Edition Wiring Regulations (BS7671) are highly valued Experience: Relevant Work Experience: At least 5 years of experience in managing mechanical and electrical departments, preferably within a public sector or local authority context.
