Organisation position and purpose
The Head of Health Safety & Environment (HS&E) provides Pirbright with strategic leadership and vision to develop and maintain effective management of HS&E risks, ensuring compliance with regulatory requirements, fostering collaborative working relationships, and facilitating science productivity and innovation.
This is a pivotal senior role for Pirbright, which is a highly regulated Major Hazard Site and a world-leading research centre. The role requires outstanding leadership skills and excellent engagement with stakeholders at all levels.
Main duties and responsibilities:
* Lead management of HS&E risk across the organisation to enable the Institute to achieve its strategic science objectives while controlling its risks and achieving full regulatory compliance.
* Lead a team of professional advisors, setting operational goals in alignment with strategic imperatives and empowering them to be effective and productive.
* Maintain a service-driven delivery model to ensure prompt and effective support to risk owners.
* Develop and implement robust management systems and processes for effective control of HS&E risk and compliance.
* Support the Head of Biorisk by ensuring alignment of HS&E aspects related to biological containment and regulatory duties.
* Build robust stakeholder assurance through development of Safety Performance Indicators, workplace inspections, incident investigations, and cooperation with HSE Planned Interventions.
* Identify HS&E competency requirements and deliver training programs to satisfy those requirements.
* Contribute to the corporate Risk & Opportunities Register for operational planning.
* Assist in the development and oversight of occupational health provision and process safety management.
* Engage with Institute governance frameworks for effective consultation on HS&E matters.
* Foster a positive HS&E culture by building excellent working relationships and developing initiatives to raise awareness and participation.
* Undertake external engagement with national and international bodies to share best practices and establish Pirbright as a centre of excellence in HS&E risk management.
* Report to the Institute’s Senior Leadership Board monthly and to committees as required.

Essential/Desirable requirements
* RQF Level 5 or equivalent qualification in a science, engineering, or technical subject; lower qualifications may be considered for exceptional candidates with extensive health & safety experience.
* NEBOSH National General Certificate in Occupational Health & Safety or equivalent qualification.
* Experience in providing Health & Safety advice and developing effective risk management policies.
* Experience in a science, technical, or research organisation or another complex business.
* Track record of driving change and ensuring stakeholder ownership of change.
* Able to lead and motivate a team to build productive working relationships.
* Ability to produce work with rigorous attention to detail.
* NEBOSH Level 6 National Diploma or equivalent qualification in Health & Safety.
* Chartered Member of the Institution of Occupational Health & Safety or equivalent accreditation.
* IEMA Certificate in Environmental Management or equivalent qualification.
* Experience in environmental management and/or hazardous waste management.
* Qualification and/or experience in auditing and training.
