Overview We are looking for an experienced Lead Contracts Officer to join the Council’s Strategic Waste Management & Enforcement team. This is an excellent opportunity to undertake a key contractual role at Buckinghamshire Council. Knowledge of the waste industry is helpful to realise the optimum outcomes and performance of our major waste contracts. About the role In this role you’ll be within the Waste Contracts team where you will be required to take a lead role in both managing the performance of one or more of the Council’s key waste treatment/ disposal contracts. You could be taking a lead role in the high-profile Energy from Waste contract, the customer-facing Household Recycling Centre contract or the Green, Food, Bulky and Wood waste contract. You will also manage other smaller contracts across waste disposal to maximise the potential value for the service. You’ll provide expert waste management advice to a wide range of stakeholders internally and externally, for example colleagues, customers, councillors and senior officers. You may also be involved in option appraisals, reviewing contracts & campaigns, developing, and implementing strategies and policies. New requirements coming out of the Government’s circular economy package will lead to changes in future service delivery models over the medium to long-term, which this role will help deliver on the ground and there is already an exciting pipeline of programmes and projects to deliver, including capital projects. Any-Desk: As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements. About you The ideal candidate will need to be an enthusiastic, self-motivated and highly organised person. Educated to degree level or equivalent, the right person will need to have an excellent track record of supplier management, knowledge and understanding of climate change / net zero, waste contract management and or commissioning / procurement environment, together with a proven ability to contribute to service planning, improvements, and development activity. Naturally, you’ll have excellent interpersonal, persuasion, and negotiation skills with internal and external stakeholders at all levels, communicating changes in policy and strategies, as well as provide expert advice, guidance, and support on complex issues. You’ll come to us with experience of project management, you will demonstrate initiative and the ability to manage complex plans, prioritise and co-ordinate resources to deliver priorities within time constraints. Other information Please also note that access to your own vehicle is an essential requirement for the role as there will be a need to travel across the county to various sites.
