As the Principal Development Engineer, you will offer engineering guidance on highway designs, encompassing layouts, materials, drainage systems, construction details, design methodologies, calculations, and documents submitted by third parties, ensuring compliance with national standards and Council policies. You will attend on-site meetings with developers to resolve technical issues and conduct occasional routine inspections.
In your role, you will instruct Legal officers to prepare and enter into legal agreements with third-party developers and be responsible for training and mentoring junior staff members. You will line manage Technicians and Clerk of Works within assigned geographic areas, ensuring you maintain the Highway Development Management team database.
Your Role as Principal Development Engineer:
* Provide detailed technical feedback to third-party developers, ensuring proposals meet standards for technical approval and future maintenance sustainability.
* Offer professional advice and guidance to planning officers, developers, agents, and internal consultees on transport development design, construction works, and related legal agreements.
* Attend meetings, technical groups, and stakeholder forums as needed, representing the Highway Authority and providing advice on technical submissions and related matters.
* Calculate bonds, commuted payments for maintenance, and drawing check/inspection fee values for each development scheme in accordance with Council policy.
* Issue relevant certificates and statements of adoption, and negotiate the release of bond payments.
* Demonstrate a thorough understanding of construction material properties and their optimal applications for maintenance and sustainability.
Your previous experience as Principal Development Engineer:
* Extensive experience in a public or private organisation managing highways development issues.
* Accredited Degree in Civil Engineering or equivalent.
* Significant expertise in highways planning and development legislation.
* Proficient in engineering design standards.
* Familiar with Section 278, 38, and 106 Agreements.
* Skilled in providing technical feedback on highway-related matters.
* Experienced in liaising with specialist engineering consultants, such as those for street lighting, traffic signals, and structures.
* Adept at negotiating complex legal agreements.
