We’re recruiting a Senior Bid Manager to lead the development of bids/tenders across our key markets including Employability, Justice, Skills, Education, Health, and Disability Services, with line management responsibility.
You’ll be responsible for supporting the Head of Bid Management to ensure the effective management of all bid processes from initial identification to final bid submission. You’ll quality assure bid submissions ensuring that bid strategies and winning solutions/Target Operating Models have been agreed by Heads of Business Development and operational colleagues. You’ll also ensure the commercial submission is attractive to the commissioner and meets our requirements and the standard of the written narrative effectively articulates our values and strengths.
You’ll provide leadership for your team, ensuring that their workloads are optimally managed, best practice is adopted and shared, a positive, proactive and high-performing culture is encouraged and modelled, and the team produce high quality bid submissions.
You’ll challenge/co-ordinate project teams to develop winning strategies/bids/propositions that meet/exceed requirements as well as produce winning bid content.
This is a hands-on role requiring exceptional bid management, service design and influencing skills as well as strong project management, commercial awareness and creative thinking.

Key Responsibilities
* Undertake hands-on bid management for bids, including those that are larger, more complex and/or significant, ensuring bid team(s) have the skills, resources, and support to deliver high-quality, compliant bids and proposals on time and within budget.
* Develop, coach and support Bid Managers and work with the Head of Bid Management to ensure appropriate development plans are in place for your team.
* Ensure that all bids have a fully developed and monitored bid project plan, including but not limited to, clearly identified milestones, defined workstreams with associated activities, a risks and issues log, compliance matrix and clarification question log.
* Development and drafting of bid submissions or propositions/proposals in line with the requirements of the specification and scoring criteria, ensuring that all requirements are understood, considered and submitted.
* Ensure the effective co-ordination of the preparation of supplemental bid requirements e.g. financial models and implementation plans.
Skills and Experience
* Experience of managing others, preferably in a bid management/business development team.
* Demonstrable track record (3 years+) of leading successful full bid process from initial identification through the development stages, bid writing and final submission in relevant markets; including but not limited to Employability, Skills and Justice markets.
* Experience of researching, anticipating, planning and co-ordinating winning strategies/plans/propositions/bids against existing and new business opportunities.
* Proven skills in producing and editing proposal content within a complex business environment.
* Deep understanding of the technical compliance and specification requirements of bids / tenders across Seetec’s markets.
* Experienced in leading storyboarding sessions, participating in key review meetings / final document review, content editing and sign off, and document production.
* Familiarity with tendering portals, understanding of public sector procurement practices and demonstrable experience of managing, preparing and writing successful bids for contracts with national and local government departments and agencies.
* Good IT literacy – especially Microsoft Office 365 packages.
* Sound knowledge of funded services and opportunities in a public policy-driven environment and expert knowledge of public commissioning and procurement processes.
* Good working knowledge of programmes and services in one or more fields of business support, welfare to work, skills or organisational development.
