Job summary
Our Clinical Systems Delivery Manager is accountable for the effective, efficient, safe and compliant management and performance of the Clinical Systems supported by the AMS Team. As the Information Asset Owner (IAO), our Clinical Systems Delivery Manager will be directly accountable to the Senior Information Risk Owner (SIRO), they will understand and address risks to the information that they 'own' and provide the SIRO with assurance that information risk is being managed effectively for this asset.
AMS Clinical Systems are major information assets for the ICO and directly impact the delivery of patient care by supporting the clinical process. They will need to deal with all groups of staff across their area of responsibility. They will be responsible for the on-going business as usual developments ensuring compliance with local and national directives, and, through strategic planning, ensuring optimised and continued use of the systems. They will participate in an on-call rota/out of hours service may be required to ensure Business Continuity.
Main duties of the job
1. Be responsible for the effective management and leadership of the business-as-usual team complying with and acting upon all Trust HR policies e.g., sickness, disciplinary, appraisals and mandatory training.
2. Utilise extensive information technology, project and change management skills to review, develop, test and implement highly complex IT solutions in order to support and enhance clinical care and business processes to an optimum level.
3. Ensure that there is a robust business as usual training programme for new starters and that refresher training and supporting materials are available.
4. Work with key personnel to co-ordinate and manage Clinical System software ensuring information governance, performance and risk management elements are reviewed and resolved as appropriate.
5. Work collaboratively with the Trust's reporting and Data Warehouse teams to ensure that data held within the Clinical Systems will satisfy local and national data submissions and satisfactorily rectify any issues where this is not the case.
6. Be accountable for the quality of the data held within all AMS Clinical Systems, devising and implementing regular data quality checks and reports to enable early identification of issues, and liaising with all necessary parties to ensure swift resolution.

The Application Management Services team are responsible for the support and development of integrated IT solutions to support the day-to-day clinical activities of the Trust, utilising a number of key 3rd party IT systems and some bespoke development. The AMS Clinical Systems Team are responsible for the provision of on-going business as usual support of Clinical Systems used in the Acute Hospital, Community and across parts of Devon.

Job responsibilities
1. Act as a point of contact and expert interface between AMS Clinical Systems and end users in respect of service/system development.
2. Communicate and impart highly complex technical issues, information and solutions to large groups of clinical staff, senior managers, patients and public who have different levels of IT literacy and understanding.
3. Communicate any changes or information pertinent to AMS Clinical Systems to the Information Governance Team.
4. Influence, guide and persuade users, service leads and senior managers in respect of changes to working practices in order to maximise the benefits of the AMS Clinical Systems usage.
5. Provide representation for the Trust's AMS Clinical Systems Team at local, regional and national meetings as necessary, ensuring the enhancements required by the Trust are included in the development programme.
6. Deal directly with the software suppliers on matters of a contractual and technical nature.
7. Act as technical expert, providing guidance and advice to the EPR programme as required.
8. Liaise with multi-disciplined staff whilst remaining calm and professional in a sometimes hostile and/or highly emotional atmosphere using tact, diplomacy and influencing skills in order to invoke change.
9. Negotiate favourable contractual terms and ensure suppliers meet agreed targets and milestones.
10. Advise users of changes in software functionality and provide support and onsite floor walking as required when new functionality is implemented or amended, working closely with all affected teams to ensure a smooth transition for all users.

Qualifications and training
Essential
* Educated to degree level or equivalent professional qualification and specialist IM&T qualification.
* Project management qualification or extensive practical experience i.e., Prince 2.
Desirable
* IT Degree.
* Change management certification.
* ITIL Foundation qualification.
* Use of workflow documentation packages e.g., Visio.
Knowledge and experience
Essential
* Wide ranging knowledge of current legislation affecting managing, using and storing information such as Confidentiality, Freedom of Information, Data Protection Act and Caldicott.
* In depth knowledge of current legislation, and NHS policies and procedures, relating to staff management.
* Demonstrable capability of delivering projects/initiatives on time, to an agreed quality and budget.
* Ability to independently interpret and solve extremely complex analytical problems and make recommendations based on this analysis.
* Confidently make decisions autonomously without reference to line manager but within broad agreed objectives.
* Demonstrable capability of planning and organising a range of complex projects and integrated programmes of work, many of which will have conflicting priorities, funding and resource issues which will require devising alterations to plans and strategies.
* Proven capability of developing and implementing test plans for new systems and equipment, or for changes to existing.
* The ability to gain the credibility and confidence of multidisciplinary groups.
* Experience of bringing people together around developing solutions to problems and facilitating service/quality improvement initiatives.
* Record of successful involvement in development, implementation and support of systems in a healthcare environment.
* Experience of service change management/business transformation.
* Proven experience in organising and prioritising multiple tasks and workloads, meeting deadlines managing budgets.
* Proven experience in staff management and development.

* Specific knowledge of SDHIS information systems.
* Experience in the use of Microsoft Project and all related project documentation.
* Understanding and experience of working in a complex NHS Trust.
* Experience of facilitating change within the NHS or similar environment.
