Job Description
The Operations Manager will be responsible for overseeing the gas network infrastructure within the West Midlands region. This includes managing the replacement of gas mains, diversions, reinforcement, and the replacement of services in multi-occupancy buildings. The successful candidate will provide operational leadership, ensuring that work is delivered safely, on time, within budget, and to the client's expectations.
Key Responsibilities:
* Ensure certainty of programme delivery against monthly/quarterly targets
* Safe delivery of the mains replacement programme associated with the designated region
* Ensure technical compliance against defined policies and procedures
* Forge strong relationships with key stakeholders from Cadent, West Midlands, and other CMOs, Local Authorities, and the LDPs
Key Accountabilities:
* Manage Site Managers from the CMO and the LDPs to ensure that all work carried out satisfies all required safety and technical policies and procedures
* Lead the execution of Purge and Relight and Reinstatement with the Support Services Manager to ensure optimum performance in conjunction with LDPs
* Ensure that all work is carried out according to NRSWA, and be responsible for effective liaison and collaboration with Highways Authorities, Local Authorities, and other Utilities etc.
* Maintain a proactive customer focus – supporting reduction in complaints, rapid resolution, and overall improved CSAT score
* Monitor meet and strive to exceed all business performance targets
* Drive a positive behavioural safety approach through initiating stand downs, toolbox talks, and being an ambassador for positive safety culture
* Manage the appropriate performance review and development of staff takes place as per PDR process
* Manage the Occupational Health requirements of the CMO through direct reports
* Responsible for the Health, Safety, and Environmental issues pertaining to direct reports including safe control of operations, permits, and maintenance of ISO14001 accreditation
* Working closely with the Head of Delivery and Head of Programme to ensure that all projects are appropriately assessed and designed, to ensure delivery in a timely and cost-effective manner
* Lead design, planning, and commercial meetings to ensure business and objectives are met
* Review LDP performance on a weekly basis against defined business measures
* Monitor MI through CTRL Hub, Power BI, and E20 IO intervening and giving recognition where necessary. This could be identifying trends leading to the management of improvement plans through to a positive conclusion.
* Ensure that people, processes, and systems are continuously reviewed, supporting continuous improvement
* Proactively work alongside the P&I team to develop and implement digital tools that aid the data collection and reporting of the delivery work undertaken, ensuring the product is fit for purpose and easy to use
* Champion the use of new technology and drives adherence through the Site Managers and LDPs
* Reporting into the Head of Delivery, as a part of the leadership team, you will give regular updates on progress or issues, with strategic decision-making plans in line with performance objectives.
* Lead a team of Site Managers via:
* Demonstrating the values of a Trinity Leader – Accountable, Effective Communicator, Resilient, Customer Focused, and Builds Effective Teams
* Setting and monitoring individual KPIs
* Holding regular performance-related check-in sessions with site managers
* Dealing with general people-related queries, issues, and grievances as and when they may arise
* Be prepared to attend Leadership training sessions

Delivery
* Diameter band mix distribution to achieve the targeted 305km
* Programme adherence of no less than 80% planned versus actual
* Defect management, Defects to be planned and completed in a 2-week period
* Management of costs against budget unit rate
* Administration of NEC contract
* Leadership of regional delivery team for performance management, mentoring, and development
* Overall accountability for GSOP costs
Safety
* Zero loss-time injuries
* Zero MOP incidents
* Cable strike ratio below 0.05/km
* CDM responsibility
Customer
* CSAT 9.2 minimum
* GSOP 13 cost reduction of 50% from 2023
* Complaint resolution 90%
What we need from you
Essential
* IOSH Certification
* Relevant management qualification (e.g. ILM)
* SHEA Gas Card
* NCO Gas Level 3
* Streetworks – Units 10, 11, 12, 13, 14, 15 & 16
* SCO Level 1, 2 & 5
* Gas distribution qualification
Desirable
* Extensive operational knowledge of gas distribution engineering
* Broad working knowledge of relevant statutory regulations including PSR and CDM
* Track record of delivering targets safely and fostering a performance culture
* Strong demonstrable leadership capabilities
* Ability to influence others in the need for change
