* Responsible, for the effective strategic and operational management of Surgical Services ensuring the delivery of high-quality patient services within the resources available. This is a key role in providing business development support to the directorates;
* Engage with the Surgery Directorates in assessing key activity and performance requirements against current and projected capacity. The post holder will be responsible for identifying and working with directorate/service managers to correct areas of risk;
* Lead on high profile Health Board wide projects and national priorities as required;
* Key business liaison for operations, working with NHS and other partners to ensure the appropriate business arrangements are in place for delivery in accordance with the Health Board's policies and procedures;
* Leadership responsibility across surgical directorate at the organisation to support the delivery of new business models. The implementation of these models will have an impact across Clinical Boards and as such the post holder will need to work in collaboration with the other boards. This will include playing a key role in identifying opportunities for clinical innovation and modernisation. The post holder is responsible for continually improving the quality of services to patients and redesigning services to meet practice standards, improving efficiency and effectiveness within available resources;
* The post holder will be a leading change agent in the Clinical Board's quality improvement programme and will be responsible for securing the commitment of staff to organisational change and continuous improvement;
* Lead the co-ordination of the business planning and capital planning process to ensure there is a sustainable and deliverable recovery plan overseeing this progress throughout the year;
* Support the Division in all business development work programmes, contract monitoring, quality improvement, access and performance;
* Lead Directorate Managers and Clinical Directors in the development of business cases and in the implementation of agreed capital projects. There are also opportunities for the post holder to lead on specific organisation wide projects on behalf of the Clinical Board.
Masters Degree in a relevant discipline or demonstrable ability and experience to work at Masters Level;
* Recognised Management qualification;
* Project or Programme Management qualification or experience;
* Significant senior management experience working in general management within the NHS or private sector;
* Significant NHS management experience, leading a large multi-disciplinary clinical team in an acute healthcare environment;
* Successful management of change in a complex organisation;
* Significant financial management experience including evidence of delivery within budget and timescales;
* Experience of leading and management service development and evidence of achieving improvement.
