Schools Assets and Development Officer Cheshire East Council are seeking to appoint a Schools Asset Development Officer (Education) to manage the delivery of Children and Families Capital Programme. The post holder will lead on the delivery of capital projects effectively working closely with our Assets Team and External Consultants, setting clear delivery objectives and overseeing delivery of projects against the agreed programme. You will work in partnership with various providers and stakeholders (internal and external), to maintain positive and effective relationships to ensure delivery of programmes and projects meet agreed objectives. This is a unique role that requires knowledge of project management and experience of delivering capital projects to meet the demand for school places. The candidate will have experience of undertaking the client role on the delivery of education capital projects from conception to completion, and the proven ability managing property professionals and consultants to deliver a portfolio work. Projects are typically education establishments including new builds, extensions and significant investment to address high priority condition elements. The successful candidate will have an in depth understanding of the relevant DfE guidance and legislation that affects schools, this includes building bulletins, site and buildings legislation, asset management guidance, and school organisational processes including, but not limited to Free school presumption process. The candidate will be able to communicate this effectively to stakeholders at all levels and negotiate solutions that work for all parties. A background of Asset Management and School Organisation planning will be required to succeed in this role. The post holder will be required to:- Co-ordinate the development and implementation of a capital strategy for identifying and prioritising potential schemes for inclusion in the Capital Programme or any other major capital investment initiatives. Project manage and co-ordinate the timely implementation of all schemes included in the Capital Programme or any other major capital investment initiative. Commission inception/feasibility studies, develop business cases for Member approval and commission design development and procurement for approved building schemes. Develop and prepare detailed project briefs for colleagues in the Assets Department to ensure that the building stock is fit for purpose, used efficiently and effectively and supports the overall objectives of the Council’s Asset Management Strategy. Represent Cheshire East Council in the client role at all project team meetings for capital schemes and, ensure that all capital schemes are completed on time, within budget, to a very high standard of quality.
