Role responsib ilities As Senior Principal Procurement Manager you will be responsible for undertaking complex procurement requirements, communicating with colleagues across all levels and all areas of the business, providing advice on processes and procedures, ensuring compliance within strategies and contracts against relevant legi slation. Managing a direct team of up to 4 people and a budget of circa £350M, you will maintain and influence continuous improvement for procurement policy and processes, working across Transport for Wales (including all group companies and subsidiaries) to ensure compliance with relevant legislation, and develop awareness as app ropriate. You will manage multiple procurement projects in ranging size and value, concurrently, which will involve developing strategies, drafting relevant documentation and coordinating tender and evaluations. You will deliver options to stakeholders and provide informed recommendations to support project delivery and ensure that arrangements are commercially viable and represent the best interes ts of TfW. Responsibilities will include but not be limited to: Own and maintain procurement pipelines across TfW by partnering with all directorates in relation to the development, programming and oversight of activity to inform and develop the organisation’s procureme nt activity.Manage, coach and mentor a team of procurement colleagues undertaking a wide range of projects and tasks delivering complaint and cost-effective procurement, contributing to the development of the team and advising on best practice to achieving desired proje ct outcomes.Work with stakeholders/project teams to develop service specifications and appropriate contractual terms in preparation for tende r processes.Take a lead role in the support of corporate and departmental cross-cutting projects outside of procurement as part of multi-disciplinary project teams to ensure that due regard is given to procurement and commercial factors, the ability and capacity of the market, and comm ercial risksDeputise for TfW Head of Procurement by acting as a point of contact to TfW contract owners, Programme and Project Manager for complex enquiries and requirements regarding procurement or supply chain to ensure a timely resolution and minimal impact on TfW's servi ce delivery. Who we’r e looking for A relevant professional qualification such as relevant degree, MCIPS or MRICSOR proven relev ant experienceSpecialist knowledge and experience working in the Public Sector and/or a regulated procureme nt environmentKnowledge of public sector financial regulations, procedures, and frameworks including knowledge of procurement and contract law in relat ion to PCR2015Experience of managing and delivering complex procurement projects for a wide range o f requirementsAn ability to manage challenging stakeholder expectations and prioritiesExperience of creating category plans and/or pipelines based on in-depth analysis of requirements, markets, innovation, and suppliersDemonstrable analytical skills where you can identify issues, develop solutions and make decisions and problem solveAn ability to plan and organise teamwork and co-ordinate comp lex activities Welsh Language Skills The ability to speak/write Welsh would make a great addition to your application, but it is not essentia l for this role.
