Job Summary
The post holder will be required to lead and coordinate on the implementation of nurse staffing related legislation and strategy and be responsible for turning it into policy and operational plans. In doing so, they must provide assurance to the Designated Person that nurse staffing levels across the organisation have been calculated using the methodology specified in the Nurse Staffing Levels (Wales) Act 2016 and that all reasonable steps have been taken to maintain nurse staffing levels.
The post holder will contribute nursing workforce planning, to ensure that the organisation's provision of nurse staffing is based on clinical evidence and service and patient need. The post holder will have the autonomy to determine and advise whether changes in services, patient acuity, clinical incidents or professional judgements necessitate a review of nurse staffing levels. The role involves being the organisation's lead representative in all matters pertaining to the Act and the All Wales Nurse Staffing Programme at an all Wales level.
As a senior professional nurse, the post holder will be a proactive role-model with a high level of visibility and partnership working in the Trusts service divisions in order to provide specialist professional advice to strategically influence and support the development and advancement of nursing practice, education and clinical/professional standards across the Trust.
Main duties of the job
* Provide clear leadership and support for nursing teams as well as senior planning, finance workforce and general managers in developing effective policies and procedures to enable the organisation to meet nurse pre and post education and professional standards and be compliant with the Nurse Staffing Levels (Wales) Act 2016.
* Develop and maintain excellent working relationships both internally and with partner agencies including; HEIW, Welsh Government, Higher Education providers, schools and colleagues with senior leaders across Trust to ensure professional standards, education and nurse staffing requirements.
* Ensure that the legal duties of the organisation, together with its internal aims and objectives relating to areas of responsibility, are clearly communicated and interpreted to all relevant staff to ensure a full contribution to the organisation's strategic and operational planning cycle.
* Meet, negotiate with and influence senior health, education and workforce professional colleagues/partners on a regular basis, challenging decisions where appropriate, so that practices are always informed by the outcomes of nurse staffing reviews.
* Contribute to serious incident reviews and investigations across the organisation when expert advice relating to areas of responsibility as required.
