Job Description
Democratic Support and Scrutiny Manager | 7954 | Permanent Contract | 37 hours per week | £48,610 to £52,594 per annum (Scale L) | County Hall, Norwich
About Us/Overview
We have an exciting opportunity to join our busy Democratic Services team at a senior level, driving the work of overview and scrutiny at Norfolk County Council (NCC) and providing line management to the scrutiny team and political assistants. You will work directly with senior officers across the council, elected Members.
We are looking for a Democratic Support and Scrutiny Manager – with primary responsibility for NCC’s statutory scrutiny and health scrutiny functions.
You’ll be working in a fast-paced political environment, supporting and contributing to an active programme of scrutiny, as well as being involved in high level discussions around governance and corporate work programming. You will be expected to keep abreast of changes to national legislation that might affect policy and service delivery on a local level and be able to provide briefing documents to members that outline the potential impact on Norfolk County Council.
About You/Skills & Experience
You will have a good knowledge of the issues and challenges facing local and central government and a good understanding of the role of local Councillors, and their legislative and governance responsibilities. You will be an excellent communicator and a strong team player. This role requires a significant amount of relationship building to act as an ambassador for effective scrutiny and healthy governance.
You will be calm and confident under pressure. You will have excellent written and oral communication skills, and well-developed research and IT skills are essential. Working largely independently using your own initiative, you will be able to work flexibly to respond to service demand. You will have experience of working with elected Members on politically sensitive information and attending meetings with Members and Senior Officers. While you will have your own areas of responsibility, you will be expected to support colleagues in ensuring that we continue to provide a seamless service.
Location
The role is hybrid and whilst we support flexible working you will be expected to work in the office on a regular basis to support Members and colleagues.
