Job Description
Amentum is seeking a Construction Surveillance Technician to support a new program in the United Kingdom. The CST responsibility is to monitor and observe construction workers as they accomplish their various tasks to preclude the introduction of electronic, electrical, mechanical, or any other type of hostile surveillance monitoring devices and practice OPSEC/INFOSEC for the construction project and into finished construction until final completion.
Roles & Responsibilities of the CST include, but are not limited to:
1. Implementing all aspects of physical, personnel, technical, administrative, and procedural security as required to fully comply with ICD 705 and the Construction Security Plan (CSP).
2. Ensuring the requirements contained within the ICD/ICS 705 are implemented and advise the CST-TL of compliance.
3. Construction security administrative functions and construction surveillance operations.
4. Documenting security infractions and violations that deviate from the CSP and notify the CST-TL.
5. Providing expertise on construction and technical surveillance.
6. Working with the SSM Team to maintain, verify, and validate the list of all workers used on this project and including this list in the final SWA accreditation package.
7. Compiling CST documentation records for review and approval by the CST-TL monthly.
8. Monitoring the activities of all foreign national construction workers and personnel on the Secure Construction Site (SCS) at all times.
9. Document the construction activities of all persons on the SCS, specifically for the identified SWAs, and other construction activities as identified by the CSP or SSM Team.
10. Performing in-depth inspections of construction materials, tools, and equipment prior to and after their use/installation ensuring all items are free of tampering and identify all anomalies. Material inspections will involve use of specialized equipment that could include, but is not limited to, the Non-Linear Junction Detector (NLJD) and X-ray machine.
11. Identifying and documenting anomalies and variances in finished construction work against the official project construction plans and ICD/ICS requirements.
12. Performing and supporting access control functions, including personnel and bag searches, preventing the entry of unauthorized persons, materials, and equipment, as necessary.
13. Carrying out opening and closing procedures of the (SCS) each day as directed by the SSM Team.
Technical Description & Skills
14. US Air Forces in Europe (USAFE) security procedures and the level of security required in various parts of each facility under construction.
15. Monitoring the activities of all foreign national construction workers and personnel on the SCS at all time.
16. Documenting construction activities of all persons on the SCS.
17. Documenting all security incidents that occur on the SCS.
18. Performing in-depth inspections of construction materials, tools, and equipment prior to and after their use/installation ensuring all items are free of tampering and identifying all anomalies.
19. Material inspections include use of specialized equipment including X-Ray, NLJD, etc.
20. Maintaining CST documentation records and daily logs for an ICD-705 project.
21. Identifying anomalies and variances in finished construction work against the official project construction plans.
22. Performing access control functions including personnel and bag searches to prevent the entry of unauthorized persons, materials, and equipment.
23. Carrying out opening and closing procedures common to ICD-705 projects.
24. Foreign intelligence operations, counter-intelligence devices, & the associated security techniques.
25. Technical facility systems as used in SCIF’s.

29. Understands and can assess construction terminology, procedures and practices.

31. Understands and can assess static security techniques and procedures.
32. Understands and can put into practice apply (or execute) vehicle search techniques.
33. Understands and can assess methods used to place technical penetrations or unauthorized materials.
34. Understands technical security devices, systems, and other monitoring devices.
35. Can report suspicious behavior.
36. Has a working knowledge of construction safety.
Physical Requirements: Must be able to meet the physical requirements of this position. Physical requirements include, but are not limited to:
37. Able to stand for 8-12 hours per day.
38. Able to walk for 8-12 hours per day with breaks maximum every 3 hours.
39. Able to walk on uneven surfaces and safely navigate an active construction site with debris and other trip hazards on the floor.
40. Must be able to climb 5 flights of stairs multiple times within an 8-12 hour work shift.
41. Must be able to make logical, mentally competent, and safe decisions when working on a construction site.
42. Must be able to lift 50lbs.
Minimum Requirements:
43. CST Certification course (40 hrs.) within the last 5 years.
44. OSHA Safety Course (30 hrs.) or ability to complete this training within 30 days of hire.
45. Demonstrable knowledge of the ICD-705 and applicable SCIF/SAPF standards.
46. Two (2) years of recent experience working as a CST on a Chapter 4 ICD-705 project.
47. Current UK NATO work Visa or the ability to obtain a UK NATO work Visa within 90 days of hire.
48. ActiveTop Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) indoctrination.
Desired Experience/Training:
49. Site Security Manager Certification Course (20 hrs.)
50. Cleared American Guard Certification Course (20 hrs.)
51. Experience on ICD-705 projects in the United Kingdom within the last 5 years.
