Job Title: Health, Safety and Environmental Officer Employment Type: Permanent Reporting to: Head of Health, Safety and Environmental Location: Langford Lodge Shift: Standard Days (Mon-Thurs 8am-4.30pm and Friday 8am-1pm) Salary: Circa £45,000 per annum Focusing on Chemical Process, enhancing the Health, Safety and Environmental team capabilities as we enter a period of growth. The role will be to provide professional and technical advice to areas of the business involved in chemical use and processing, such as metal cutting, surface treatment, product preparation and coating. Responsibilities will be to address both risk and regulatory requirements relating to Health, Safety and the Environment. The key focus will be to drive improvements in chemical handling, storage, use and disposal. Ensuring compliance with REACh Regulations and working with Customers and Suppliers to understand the future of chemical supply. Main Duties & Responsibilities include: Responsible for championing a safety-first culture, ensuring compliance with health, safety and environmental regulations, managing risk, providing training, and leading emergency response efforts by:- Implementing Policies: Develop and enforce general health, safety, and environmental policies and those specific to chemical handling and surface coating processes. Compliance Monitoring: Ensure compliance with all relevant health, safety, and environmental regulations, including those specific to chemical safety and hazardous materials. Risk Assessment: Ensure general risk assessments are completed by the departments and to conduct detailed risk assessments for high-risk activities including chemical hazards, exposure risks (chemical and radiation), and the safety of surface coating operations, cleaning, glueing, painting and the use of coolants in metal cutting processes. Incident Investigation: Support the investigation of accidents or incidents to determine their causes and develop preventive measures. Training and Education: Provide specialized training for employees on the safe handling of chemicals, chemical first aid, proper use of personal protective equipment (PPE), and emergency response procedures. Environmental Protection: Implement measures to minimize environmental impact, such as proper disposal of chemical waste and emissions control in line with specific licencing requirements. Reporting: Maintain detailed records and prepare reports on health, safety, and environmental issues, with a focus on chemical safety and regulatory compliance. Including navigating and uploading to the ECHA website System thinking: Work within and improve the management system to maintain accreditation to ISO45001, ISO14001 and ISO50001 Relationships: Developing and fostering of customer; supplier; and RLC group company relationships. Ability to work closely with HSE NI and NIEA relating to REACh and IPPC licencing. Support internal stakeholders during changes of chemicals, specifications and processes Awareness of commercial issues relating to chemical purchasing, use and disposal. Ownership of all appropriate KPIs to drive performance. Act as a strong and inspirational HSE leader and coach. Have a strong focus on continuous improvement and have experience of PDCA process for small, medium and larger-scale projects. Be a champion for mental wellbeing. Essential Qualifications: A level 3 qualification in a relevant field such as Environmental Science, Occupational Health and Safety, Chemical Engineering, or a related discipline. NEBOSH Certificate in Occupational Safety & Health or NEBOSH, IEMA Environmental Certificate (or equivalent). Desirable Qualifications: Train the trainer certification. Specialized training in handling hazardous materials and chemicals, such as Radiation Protection Supervisor, HAZOP, HAZID, or HAZWOPER certification. Essential Experience: 2 years of recent HSE/Compliance experience in a medium-risk environment or 5 years of recent experience as a chemist or manager in a similar industry. Good relationships with external agencies such as HSE NI, NIEA, auditors, and the Occupational Health team. Desirable Experience: Aerospace experience. IPPC Licensing. Able to navigate the ECHA website. Environmental and occupational monitoring. Net Zero / Climate change planning. Essential Skills & Abilities: Strong knowledge of health, safety, and environmental regulations, particularly those related to chemical safety and hazardous materials. Excellent communication and training skills to effectively educate employees on HSE practices. Analytical skills to conduct risk assessments and develop protocols. Ability to assign tasks without losing ownership. Demonstrates excellent verbal and numerical reasoning skills. IT literate specifically Microsoft Office. Good communication skills.
