Job Description
JSS have partnered with an exciting public sector organisation in the Manchester area to recruit a Procurement Manager position focusing on Estates and Capital Works spend.
With considerable investment in expanding the procurement function, this newly created role will business partner with the Estates directorate and take ownership of key capital projects.
The role:
1. Ability to drive value through procurement activities, seeking out efficiencies and benefits.
2. Ownership of category and being able to provide recommendations and commercial advice to stakeholders.
3. Leading procurement and contract negotiation of goods and services, supporting contract committed obligations.
4. Ensure that supplier credentials adhere to policies, procedures, governance, and values.
5. Lead and identify procurement related risks and opportunities and manage these effectively.
6. Lead the end-to-end procurement activity via early engagement through to producing tenders, supplier evaluation, selection, contract negotiation, and finalising awards.
7. Produce and own procurement strategies which deliver value and efficiencies.
8. Lead and manage regular reviews with relevant stakeholders and contract managers to deliver proactive contract planning and pipeline management.
9. Endorse and influence governance compliance to internal stakeholders where procurement policy is required.
10. Work closely with the Finance function, identifying cost drivers and reviewing strategic savings and benefits, based on agreed targets and budgets.
11. Work with Finance to periodically review budgets for each area and provide support with reporting based on Procurement governance and contract negotiations.
12. Attend regular functional reviews and lead procurement related discussions.
13. Any other reasonable requests or requirements to support the Procurement function as directed by the Head of Procurement.
Your profile:
1. 5+ years’ experience in an Estates Procurement Manager role
2. Experience of PCR/UCR legislation
3. Exposure to JCT or NEC forms of contract
4. Ability to work proactively and lead procurement activities including building procurement strategies.
5. Ability to manage multiple projects/tasks at any one time and to be able to deliver to programme dates.
6. Ability to manage stakeholders and lead commercial negotiations.
7. Excellent written and verbal communication skills
8. Ability to build credibility with internal stakeholders and lead and own procurement activity.
9. Professional procurement experience combined with strong commercial and financial awareness
10. Well-developed influencing skills in managing effective working relationships with key stakeholders at all levels
11. To challenge and review processes and provide recommendations.
12. Demonstrable track record of adding value through procurement in relevant category areas.
