Hays are working with a Public Sector Organisation based in Belfast City Centre who are recruiting for 3 Programme Officers.
Your new role
You will implement and monitor a range of projects, support the development of project applications, providing advice where appropriate, assess applications and provide funding recommendations, act as point of liaison with projects, monitor and evaluate project progress and outputs, and manage the closure of projects.
1. Manage projects funded by the programmes, monitoring progress in implementation.
2. Assist in the provision of a secretariat function to the steering committees.
3. Assess applications for Steering Committee, providing expert review and ensuring clear written recommendations are presented for consideration.
4. Draft contracts for projects.
5. Ensure robust monitoring of project implementation including progress and verification of project outputs.
6. Attend meetings, events and seminars.
7. Develop a network of contacts within key stakeholders.
8. Assist in implementation functions of current programmes.
9. Drafting submissions, papers and reports on major themes/areas of discussion as directed.
10. Preparing governance papers and reports for presentation.
11. Visit and monitor projects on site and via an electronic management system.
12. Oversee the work of Support Staff.
13. Liaise with the public and key community and business figures as necessary.
14. Provide general advice to the general public, community and business figures, the European Commission and Government departments in both jurisdictions as required.
What you'll need to succeed
1. A minimum of 5 GCSEs grades A-C (including English Language and Maths) or equivalent.
2. A minimum of Leaving Certificate (Standard/Ordinary level) – 5 grades A-C (including English Language and Maths) or equivalent.
3. Experience of contributing to the operational planning process within the public, private, voluntary or community sectors.
4. Experience in drafting reports.
5. Experience in working with, understanding and interpreting financial data.
6. Experience in review of non-financial information (reports etc) and follow-up action as required.
7. Good technical skills with previous experience in IT financial systems such as spreadsheets and databases.
8. Experience in Project Management, including establishing, monitoring and verification of outputs.
9. Ability to travel between sites will be required.
Desirable
1. A third level qualification.
2. Management of EU Structural Funds.
3. Experience in the operation of databases.
4. Extensive Programme or Project Management experience.
5. Project management training qualification.

* £34,524 per annum (£17.88 per hour)
* Closes Friday 8th November, interviews projected for week commencing 18th November
* 6-9 months with possible extension
