What does the team do:
Transport Scotland is the national transport agency for Scotland and is accountable to Parliament and the public through Scottish Ministers, with a budget of around £3.5 billion per year. Transport is a vital feature of the Scottish Government's focus on increasing sustainable economic growth, and transport investments and policies have major impacts on the economy, people, and the environment.
Structure of the team:
We are recruiting for 2 positions within Transport Scotland’s Finance and Corporate Services (FCS) Directorate – Financial Accountant and Finance Manager. FCS is one of nine directorates within the agency and consists of three distinct functions – Corporate Services, Transport Scotland Finance, and Transport Portfolio Finance.
Working as part of the Financial Accounting Team, you will have the opportunity to use your existing finance skills and develop a wider knowledge of Scottish Government and Transport Scotland financial accounting and reporting, whilst gaining insight into how our work supports transport services, initiatives, infrastructure, and policy throughout Scotland. A key requirement of the role is a flexible approach, with an ability to adapt quickly to change and to work with colleagues across the wider team.
Responsibilities for Financial Accountant:
* Producing timely and accurate financial information for management reporting, consolidation, and external publications, including playing a key role in producing the TS Annual Report and Accounts.
* Ensuring all financial transactions are compliant with relevant accounting and financial regulations.
* Ownership of balance sheet maintenance and reconciliation and providing up-to-date advice on technical accounting principles.
* Developing and maintaining robust financial processes and controls, ensuring appropriate guidance and support is provided.
* Managing and supporting a small team, motivating them to be engaged in their work, encouraging learning and development.
* Deputising for the Senior Financial Accountant where appropriate.
Responsibilities for Finance Manager:
* Providing professional accounting, budgeting, and financial management for Transport Scotland.
* Collaborating with colleagues to develop awareness of financial performance drivers.
* Analysing projections of future income and expenditure, ensuring data accuracy for financial plans.
* Engaging in the budget setting process and contributing to the development of applicable documents and advice.
* Deputising for the Finance Business Partner where appropriate.
Essential Criteria & Qualifications:
The successful candidate should be fully CCAB (or equivalent) qualified with up-to-date CPD. Consideration may be given to an exceptional candidate in the final stages of their professional exams.
1. Experience of working within a financial environment and the ability to generate, identify, and interrogate financial data.
2. Excellent communication skills, both written and verbal.
3. Enhanced analytical skills using tools including Excel.
4. Self-motivated individual, able to prioritise workloads and adapt quickly to change.
Minimum Time in Post:
You will be expected to remain in post for a minimum of three years unless successful at gaining promotion to a higher Band or Grade.
Location:
This post is based in either Glasgow or Edinburgh, with hybrid working in line with current Transport Scotland policies.
The post is a full-time role, but staff with different working patterns are invited to apply, and we will assess proposed working patterns against the business requirements for this post.
