This role is within the Commercial Delivery Team, who support the Define and Procure stages of the commercial life cycle. The Supplier Performance Team manage contract implementation, in life contract management, disputes, exit and everything else in between. A new Commercial Governance Team has recently been recruited to support the implementation of the new Procurement Act 2023 and assure commercial governance across Companies House. As a Commercial Delivery Manager, youll support and deliver procurement activity within your area of responsibility and commercial delegation. Providing commercial advice, reviewing requirements, undertaking market analysis and supplier engagement, developing proportionate sourcing strategies, leading end to end competitive procurement activities and making sound recommendations to achieve the best commercial outcomes. The Commercial Delivery Team works across two main category areas, Digital, Technology & Data and Corporate Services. We currently have a vacancy in our Digital, Technology & Data area: including Cloud Hosting, Telecoms & Networking, Data, Cyber Security, Digital Development Resources, Key Software / Hardware agreements. Job description Reporting to the Commercial Lead, your key responsibilities will be: Leading and supporting procurement activity, including pre-procurement activity, requirements definition, strategy development, market engagement, producing the invitation to tender pack (including specification, technical and financial evaluation and contract drafting), facilitating tender evaluation, and recommending contract award. Providing sound commercial advice to a wide range of stakeholders to support colleagues across all procurement activities, ensuring compliance with relevant policy and procedures. Developing and maintaining accurate records, ensuing pipeline, contract register, and associated documents are retained and kept up to date as part of your everyday role. Advising on the internal governance approval routes and supporting the production and review of related documents and processes to support commercial governance in CH. Attending internal boards as required. Managing your assigned workload to ensure they are delivered efficiently, effectively and to time. Supporting the Commercial Lead for assigned category; to develop the category strategy approach, associated initiatives, and supporting its embedding within the function. Working directly with the contract management team, and your contract management category counterpart to ensure contracts are handed over correctly, and setup for success. Line Management, including day to day management, mentoring and staff development, where required. Person specification We are looking for the following experience, which will be assessed at sift and at interview. Recent experience of working in a procurement environment with a good level of experience in tendering of goods and services within the UK public sector. Working knowledge of procurement policies, standards, processes, and practices, including the UK procurement regulations. Effective decision making, with a track record of successfully delivering commercial / procurement projects to meet organisational goals. Ability to work independently (self-motivated), across teams and business areas, bringing people together to achieve a common objective whilst creating an effective network and building trust. Experience of influencing key stakeholders and suppliers at a senior level within a commercially focused environment. Have well developed interpersonal and communication skills, with experience of communicating to wide audiences from across the business and the supply chain. Be able to demonstrate evidence of your commitment to personal development. Applicable professional qualification/s (or working towards) along with a good understanding of the commercial lifecycle (e.g. Chartered Institute of Purchasing & Supply, International Association for Contract & Commercial Management, Institute of Leadership & Management) or equivalent experience and a willingness to work towards. Demonstrable ability to work effectively and establish effective working relationships with professional colleagues. Demonstrable knowledge and experience of UK public sector procurement legislation.
