The Virginia Dept. of GeneralServices (DGS) Division of Engineering and Building (DEB) islooking for a Business Analyst with process improvement experienceto assist with its Building Information Tracking System(BITS)Modernization efforts.
This position isprimarily responsible for business analysis process improvement andrequirements documentation of DEB business processes that willinform the design and development of systems for BITS Modernizationefforts. The selected candidate in this position will work closelywith stakeholders DEB Subject Matter Experts (SMEs) DEB Agencycustomers(Agencies) and DGS Information Systems and Services (ISS)development teams. The Business Analyst will report to the BusinessOwner to ensure business requirements enhancements modificationsand newly identified business initiatives are thoroughly documentedfor successful implementation of Information Technologysolution(s). This position should expect to work between30 and 40hours per week.
Required ExperienceKnowledge Skills and Abilities:
Experience insystem design and development with a focus on process improvementand business and technical requirements gathering
Experience workflow processes
Experience developing test plans use cases and performingquality assurance validation user acceptance testing and regressiontesting
Experience in the development oftraining materials and conducting user training
Strong interpersonal and communication skills Thesuccessful candidate should be a selfstarter with the ability todrive the analysis effort
PreferredExperience:
Knowledge of building andconstruction management systems including compliance budgeting andpermitting workflows and practices.
Projectadmin experience in commercial/institutionalconstruction.
Knowledge of public constructionproject terminologies permitting and procurementstandards.
IT application/systems developmentand/or management experience.
Ability to managesmall to moderate scope projects.
Specific Tasksmay include:
Working with customer SMEs andproject team to develop business requirements in response torequests for systems enhancements modifications and newlyidentified business initiatives.
Drivingengagement by facilitating SME interviews and work sessions projectconference calls/meetings status reporting planning sessions andproviding for meeting notes.
Proactively makingsuggestions for systems and process improvement performing problemand opportunity analysis early complexity assessment and capturingresults in the form of a business case to propose new changeinitiatives.
Evaluating alternative strategiesand making recommendations for viable process solutions that arecompatible with current technologies and systems.
Working with ISS technical team and vendors to ensurerequirements are incorporated into systems design andtesting.
Developing business requirementsdocumentation and flow diagrams this work may expand into technicalrequirements gathering design and systems documentation.
Actively participating in functional and systemsintegration unit testing; creating use case scenarios test plansand testing results.
Assisting withtesting
Developing and presenting training toDEB and agency users
Providing implementationand maintenance support
Meeting regularly withcustomer and project teams and regularly demonstrating quality workoutput.
Keeping the Business Owner and ISStechnical team informed of key issues that may impact projectimplementation.
Utilizing project managementapplications collaboration applications and MS Office applications;Visio SharePoint MS Teams screen and video capture software andother applications as needed.
