Interim Senior Development Management Officer

Pay Rate: Up to £29.00 per hour PAYE depending on experience
Hours per week: 37 Monday – Friday, 9am to 5.30pm
Role Length: This opening assignment is for 2-3 months

The purpose of the role is to implement the policies and procedures of the Council with regard to the control of development and assist in the provision of an efficient and effective service to the public.
Key Responsibilities:
1. Assisting the Principal Development Management Officer and the Planning Development Manager
2. Mentoring other team members and deputising for the Principal Development Management Officer
3. Dealing with a case load of significant planning applications, including site inspections, research, consultations, and assessment of the applications. Making appropriate recommendations in accordance with the policies of the Council under the direction of the Principal Development Management Officer, Planning Development Manager, and Head of Planning Services.
4. Preparation of Committee reports on planning and other applications, including presentation at Development Control Committee.
5. Negotiating to improve development proposals.
6. Negotiating financial contributions with developers to meet infrastructure requirements.
7. Providing advice and assistance to the public, prospective applicants, and others regarding large or complex planning proposals.
8. Liaison with other sections of the service, other sections of the Council, and other bodies to ensure full consideration is given to all factors relating to proposed developments.
9. Preparation of statements in support of appeals.
10. Representing the Council as an expert planning witness at hearings and inquiries.
11. Dealing with complaints in accordance with the Council’s corporate complaints procedure; assisting the Local Government Ombudsman where necessary in their investigations.
Qualifications:
1. Professionally recognised planning qualification and membership of the Royal Town Planning Institute.
Skills & Experience:
1. Minimum of 12 months recent experience in a similar role, ideally within a public sector organisation.
2. Detailed knowledge of planning policies and procedures.
3. Experience of negotiating and instructing legal advisors on the completion of S106 legal agreements.
4. Experience of written representation and hearing appeals.
5. Ability to deal with significant planning applications.
6. Able to successfully negotiate planning improvements with developers.
7. Able to deliver excellent customer service under pressure.
8. Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
Full UK driving licence required and access to own vehicle.
