JobSummary:
TheProject Building Surveyor role in the Programme & ProjectManagement Section is responsible for a portfolio of projectswithin the Capital Projects team.
Acting as anintelligent client & fulfilling the key duties of BuildingSurveyor Project Manager and Contract Administrator under thechosen form of contract.
This involvesalways taking sole responsibility for making major decisions orchanges affecting the successful projectoutcome.
KeyDuties/Accountabilities
To deliverminor and intermediate capital projects and programmes of workwhich maximise value for money and direct the compilation andsubmission of fundingbids.
Writingcommittee reports as necessary to ensure the bid is taken throughthe Councils corporate processes whilst engaging with colleagues inProcurement Asset Management Finance & Legal dealing withqueries and challenges on route. To report to Programme Boardswhilst also being accountable for reporting to lead Councillors asnecessary.
Lead andfacilitate client departments in establishing project outcomesnegotiate and agree briefs set up and lead the design team where inplace to ensure that agreed outcomes and key performance indicatorsare achieved.
In conjunctionwith client departments prepare scheme briefs and be accountablefor specifications drawings schedules of work and contractdocuments for your portfolio ofprojects.
Procuretechnical services via OJEU procedures and prepare tenders viaProContract or by whatever route is deemed to offer the CouncilBest Value .
To control andperformance manage the work of consultants and contractors briefingthem on clients requirements agreeing with them work programmes andbudgets which ensure contract standards good quality and timescalesareachieved.
EssentialExperienceRequired:
Experience orfull understanding of local authorities and the services withinalong with Knowledge of legal and statutory requirements affectingconstruction services and ability to interpret them in the contextof the service isessential.
Experience ofBuilding Surveying practices project procurement procedures CDMregs Building and Workplace regulations complex tendering solutionsproject management and contract management including sitepractices.
5 years UKexperience post RICS qualification isdesirable.
EssentialQualificationRequired:
Relevantprofessional qualification (RICS MRICS) isessential.
