Do you want to help us to deliver excellent highways services and be an integral part of our successful highways contract management team? We are looking for an enthusiastic and dedicated Commercial Manager to join our dynamic Highways Client Management team.
This is an excellent opportunity for an experienced manager to join us to effectively manage, monitor and deliver the Isle of Wight Council’s Highways Maintenance PFI Contract. You will be a key part of the Highways Client Management Team playing a key role in the management of the contract and be responsible for overseeing the commercial functions of the contract. You will be able to use your previous finance and contract management experience to develop strategies for the future management of the contract that align with the Isle of Wight Council’s visions and objectives.
You will be required to manage a team responsible for the contract administration, ensuring accurate recording and monitoring of statutory and auditable requirements. You will be required to work proactively with Island Roads, the council’s contractor to ensure that contractual performance standards and response times are met.
The successful candidate will:
1. Provide leadership, direction, and strategy for managing the commercial aspects of the Highways PFI contract.
2. Work in collaboration with the Strategic Manager, Group Engineer, Transport Strategy Manager, and the Network Manager as part of a cohesive, efficient, productive, and successful Senior Contract Management Team (SCMT) to maintain and develop an effective scrutiny framework.
3. Performance manage the highways maintenance contractor service company and operational company including site inspections and audits; and communication with stakeholders internally and externally including elected members and Town/Parish Councils.
4. Lead in the scrutiny of change events and issue contractual notices to the Service Provider.
5. Manage monthly commercial meetings.
6. Review planned investment against Financial Model forecasts, challenge investment profiles and forecasts against network requirements.
