We are looking for a Lead Local Flood Authority Senior Engineer to join our highly supportive team in undertaking the roles and responsibilities associated with the Council’s function as Lead Local Flood Authority (LLFA).
Our Service
Under the Flood and Water Management Act (2010), North Yorkshire Council is designated as the Lead Local Flood Authority (LLFA) for North Yorkshire. As the LLFA, we are responsible for developing, maintaining, and applying a local risk strategy. We investigate significant flooding incidents, maintain a register of flood defence assets, act as statutory consultee in the planning process on surface water for major developments, and build partnerships to ensure effective working between authorities that have control over flood risk. We also undertake specific tasks associated with the Flood Risk Regulations, including completing a Preliminary Flood Risk Assessment and identifying flood risk areas.
The role
As our Lead Local Flood Authority Senior Engineer, you will provide engineering and risk management support to the LLFA Team Leader in delivering the North Yorkshire Local Flood Risk Strategy. You will also:
* Ensure the delivery of effective flood risk management mitigation programme and measures through strong and effective contract management, performance appraisal, and development and training.
* Act as budget holder for capital codes relating to the flood risk management programme of works.
* Assist with flood incident reviews and investigations in accordance with the Local Flood Risk Management Strategy.
* Contribute to the development and maintenance of strong and effective professional relationships with partner organisations and other stakeholders.
* Substitute lead officer for Regional Flood and Coastal Committee and North Yorkshire Flood Risk Partnership.
* Influence the way partner organisations respond to the challenges of the flood risk management agenda as it develops and changes.
* Create key policy documents and committee reports relating to LLFA matters, presenting these at committees where appropriate.
* Liaise with contractors, colleagues, members, and other stakeholders in all aspects of the delivery of flood risk management projects.
* Lead officer on formal Section 19 investigation and report writing and publication.
Some out of normal office hours may be necessary from time to time (e.g., Planning committee meetings and presentations to elected members).
What you will bring
To be successful, you will have significant experience in Flood Risk Management, excellent understanding of legislation, techniques, and practices associated with flood risk management, and planning procedures and relevant legislation. You will have knowledge of flood risk mapping and an awareness of hydraulic modelling techniques. Experience in procurement of flood risk management related works and contract supervision is essential. You will hold a National Level 5 Qualification in Flood Risk Management or similar technical discipline, HND, DipHE or FdA/FdSc. A degree in engineering or a geography-based subject is also desirable.
