Renfrewshire Council is seeking to recruit a Commercial Waste & Business Lead Officer.
Reporting to the Waste Strategy and Business Team Lead within Environment,
Housing, and Infrastructure, you will make a major contribution to continually
improving service development and delivery within Renfrewshire. You will be required to undertake a range of tasks including:
Assisting with procurement, management, and monitoring of contracts in Waste
Services; ensuring all procurement and contract management complies with Council
Contract Rules and relevant procurement legislation and guidelines, including
electronic tendering; undertaking project management activities to contribute to the development and delivery of a range of projects in line with established objectives.
Along with the above and to ensure the smooth running of these activities you will
plan and develop the Procurement Timeline Programme for Waste Services, whilst
also being a key person dealing with the procurement journey. You will also assist
with a range of tasks and contract management, when relevant you will undertake
subprojects to assist the Waste Services Team deliver on both internal & legislative
projects. You will manage the commercial trade business and thrive to grow this
business within Renfrewshire working in partnership across other services to deliver
a commercial trade option to all businesses in the Renfrewshire Council area.
We are looking for a positive and supportive team member who can integrate into
the Waste Services team, who is happy to work alongside colleagues as well as
getting on with their own tasks with the ability to work to deadlines.
It is essential you are educated to Degree level or have relevant appropriate
professional experience or evidence of professional competence and skill. You must have a full driving licence as the post will require travel to council and contractor’s sites.
You must have experience of working with procurement and service contracts within the waste environment, knowledge of the statutory and legislative requirements of the service and relevant national and local programmes and frameworks and knowledge of the tender process and procurement of services within the waste environment.
The ability to manage contracts and keeping up with the growing changes in the
waste sector, forward thinking and strategic planning as well as capacity to work
under pressure to meet legislative objectives and organisational priorities is also
essential.
This position is critical for driving improvement of the council’s recycling and waste services contracts as well as the continuous improvement of the council’s trade waste services.
Supporting the Waste and Recycling Manager, you will be responsible for the daily
management of the commercial trade service and the contracts for waste
services within Renfrewshire.
Duties will focus mainly on commercial waste, ensuring compliance with relevant legislation and also providing advice and guidance.
Effective communication, problem solving, organisational, presentation, networking,
regulatory, influencing, and motivational skills are also essential.
You must be able to Manage and deliver within budget and have an ability to support
Senior Officers, Team Leaders, Partner’s and Elected Members with the ability to plan and carry out work according to agreed deadlines effectively and efficiently.
