About the Role:
Rotherham Metropolitan Borough Council is seeking a highly skilled and experienced Senior HR Consultant to join our dynamic HR team. This is a key role supporting the HR Business Partner in delivering high-level specialist HR advice, guidance, and operational support to managers and employees. The successful candidate will play a crucial role in ensuring that council policies and procedures are followed appropriately and will undertake projects at both corporate and service levels to deliver workforce solutions.
In this role, you will provide specialist technical and professional HR advice to services and its customers. You will supervise a team of HR Consultants in delivering the full employee lifecycle and change management processes, developing effective working relationships with managers, employees, and trade union representatives. You will lead and facilitate other staff to ensure effective service delivery and project completion, and develop and manage HR policies and procedures, ensuring continuous improvement and best practice.
Additionally, you will design and deliver HR-related learning and development events for managers, manage complex employee relations cases including disciplinary, grievance, and capability issues, and interpret and apply up-to-date employment legislation. You will also present formal and informal reports to all levels of management and Elected Members.
The ideal candidate will have CIPD Accreditation and extensive experience in providing high-level HR advice and guidance. You should have a proven track record in managing complex employee relations cases and experience in developing and reviewing HR policies and procedures. A strong background in managing and developing people within a service delivery organisation, excellent communication and problem-solving skills, and the ability to travel to various locations throughout the Borough are also essential.
Experience working within a trade union environment and in the design and delivery of learning and development events is desirable. Strong analytical skills and the ability to present management information effectively will be advantageous.

Until 31st March 2026 employees paid at Band D and above are subject to a temporary pay reduction of 1.15% spread out by means of a monthly deduction from each pay period over the full financial year.
