About The Role
PROJECT / SENIOR QUANTITY SURVEYOR - Permanent Opportunity
DIVISION: Building

We are a well-established and highly regarded Tier One contractor with our history dating back many years. As the GRAHAM business continues to grow and develop, we are looking for an enthusiastic Project/Senior Quantity Surveyor to manage a significant healthcare project in the Midlands region.
Reporting to the Commercial Manager, this position will be responsible for all commercial activities on a project from procurement of the Subcontract packages to final account settlement with the supply chain and the Client. Previous experience in Healthcare, P21/P22 would be desirable but not essential.
There will also be involvement from time to time in tenders and bids.
The ideal candidate will have demonstrable experience in a similar position with a main contractor. A full driving license is essential.
The Project/Senior Quantity Surveyor shall be responsible for:
1. Liaising with Estimators and establishing / setting up the project cost allowances.
2. Establishing a set of site Activity Cost Codes to be used on the project and circulate as required.
3. Measuring and valuing subcontract and labour work only.
4. Recording Subcontract Contra Charges.
5. Registering subcontract payments.
6. Preparing and issuing subcontract documentation including the Letter of Award and company H&S Pack.
7. Preparing and submitting Interim Valuations as and when required.
8. Preparing and submitting Variations / Compensation Events as and when required.
9. Ensuring a register of Variations / Compensation Events is kept and updated.
10. Preparing a materials on-site reconciliation with each interim measurement report showing cost versus allowances.
11. Project quantities to complete in the BoQ / Activity Schedule.
12. Ensuring the sites are completing weekly GRN’s and Labour Allocation Sheets.
13. Ensuring GRN’s and Labour Allocation Sheets are Activity Coded by site.
14. Collating and valuing weekly Labour Allocation sheets using agreed rates.
15. Ensuring weekly Plant Records (Internal and/or Ext Hired) are completed by site.
16. Collating and valuing Plant Record Sheets using agreed rates.
17. Regularly reviewing the plant programme with the Site Agent and updating if required.
18. Preparing monthly subcontracts liabilities / accruals at each month end.
19. Ensuring timely completion of the monthly contract cost report, identifying problem areas and trends, reporting on any monthly movements and substantiating gains / deficits on each activity code.
20. Regularly reviewing contract cost ledger, identifying and amending any ambiguities with regards to invoices and activity coding.
21. Establishing and reporting on forecast final costs and forecast final recovery for each site under your commercial control.
22. Preparing and issuing subcontract enquiries in conjunction with the Site Agent and Procurement Dept.
23. Analysing returned subcontract quotes and establishing best VFM.
24. Exploring and promoting areas where opportunities may exist to Value Engineer.
25. Issuing Subcontract Payment Notifications as and when required.
26. Issuing cost allowances to the Site Agent and reviewing budgets for work being undertaken.
27. Ensuring that Subcontract Pre-Appointments are being completed by the sites.
28. Obtaining subcontractors' insurances and UTR details before work commences.
29. Agreeing subcontract final accounts in conjunction with the Site Agent.
30. Reporting on Subcontract buying gains and losses for each site.
31. Negotiating and agreeing rates / prices with Labour Only subcontractors in conjunction with the Site Agent.
32. Reviewing recovery against Labour Only work – if paid on time basis.
33. Reviewing disruption authorized Variation work has had / may have on site progress and other works.
34. Attending meetings as and when required with Site Agent.
35. Preparing and updating budgets and cash-flow / expenditure profiles for your section.
36. Attending regular meetings with Contracts Director(s)/Contracts Manager(s) as and when required.
37. Introducing improvements, where appropriate and in consultation with the Commercial Director, to areas of your responsibility.
38. Promoting the company at all times.
39. Assisting in attracting and retaining staff.
