This position is for a Trading Standards Manager, responsible for overseeing the Council's Trading Standards service. Additionally, this role will involve fulfilling the Council’s statutory responsibilities as Chief Weights and Measures Officer and Lead Feed Officer, providing leadership in regulatory compliance and public safety.
Key Responsibilities:
1. Provide full specialist professional service and advice to the service and its customers, including caseload management of the most complex work and provision of leadership and technical expertise to the wider team.
2. Lead/facilitate other staff to ensure effective service delivery and delivery of projects, including training, planning and allocating work, checking work is done to time and quality and carrying out on-job training.
3. Carry out research, monitoring of data and reviews of local and national policy and best practice.
4. Provide effective performance management and coordination of the resources allocated to the delivery of projects and the service, including contract management of providers.
5. Act as a champion for service development and improvement within the service, role modelling research into practice, ensuring performance indicators and targets are met.
6. Organise and chair meetings, focus groups and working groups, both internal and external, including setting or agreeing agendas.
7. Ensure good financial management to meet budgetary targets.
Key requirements:
1. Level 7 qualification e.g. Post Graduate Certificates and Diplomas with a considerable breadth and depth of knowledge across the relevant specialist area, or a range of areas.
2. Additional qualification (with post qualification experience) or significant expertise in a related specialist field e.g. Metrology, Product Safety, Intellectual Property etc.
3. Substantial knowledge and understanding of the legislative frameworks, policies, key issues and working practices relevant within the specialism of this post, including policy development, corporate/strategic planning and managing change.
4. Practical experience of carrying out research and producing relevant reports.
5. Substantial experience of understanding and enforcing a range of Trading Standards, Consumer and Public Protection legislation and experience of acting as (or deputising for) the Chief Inspector of Weights and Measures in accordance with s72 of the Weights and Measures Act 1985.
6. Experience of providing operational leadership and management to ensure an effective trading standards service in accordance with statutory requirements and to integrate the work of these services within the Council’s corporate framework, policies, values, practices and priorities.
7. Experience of leading on complex investigations (including prosecutions) and project related work.
8. Experience of representing local authority or other agency enforcement or regulation service on Trading Standards matters at internal and external (local, regional and national) meetings, and developing policies and procedures relevant to the work of the team and service in general.
9. Able to work flexibly, including any service specific hours.
10. Able to travel to various locations throughout the Borough within a reasonable timescale.
