Job Introduction
Main Responsibilities
Actively promotes and ensures adherence to the Bank's Risk Management framework (including sub-frameworks) and relevant risk and compliance policies and procedures, ensuring timely and appropriate escalation of concerns to relevant senior stakeholders.
This pivotal operations role, reporting directly to the Chief Human Resources Officer, will be instrumental in leading and managing day to day operations and queries within the HR Support and Payroll operations.
As the Head of HR Operations, you will oversee the HR Support and Payroll teams. Your team will manage all HR Operations, Payroll, and allocated project activities ensuring alignment with the HR business plan.
This department will also be responsible for the maintenance and development of our HR processes and procedures and will place a significant focus on automation and efficiency, and the enhancement of our employee experience.
The HR function is embarking on the implementation of a new HR system that will strategically transform our operations. This role will be pivotal in supporting this work, ensuring that our processes are adapted and aligned with optimal ways of working.
* Improve HR processes for the full employment lifecycle of our employees, working closely with the other COEs.
* Maintain the process catalogue and continuously review and improve HR processes driving efficiency and automation with a risk intelligent approach.
* Implement best practices to enhance HR operational efficiency.
* Provide strong leadership, coaching and constructive feedback to the team to ensure we deliver the best possible service to our colleagues.
* Coach and consult team members on transforming work, evaluating processes for opportunities for automation or streamlining, and collaborate with the COEs as necessary.
* Define and measure benchmarks for success in HR operations and report on progress.
* Work closely with the Head of Total Reward and Systems, to support process flow optimisation of the new HR system, ensuring efficiency and alignment with the Operations function.
Payroll Responsibilities
* Oversight of accurate processing and approval of payroll and ensuring that the Bank fulfils its responsibility for paying the necessary employment taxes and NI, etc., in line with UK tax regulations.
* Oversight of any shadow payroll arrangements for expatriates.
* Oversight of year-end, P11d, PSA, Form 42 and other annual payroll processes & regulatory reporting, as completed by the Payroll Manager.
* Responsible for annual audits and control assurance.
* Work with other areas of the HR function and the Bank (e.g. tax department) and external advisers.
* Oversight of the HR Support team to ensure it is run efficiently, without compromising our culture, values and long-term performance.

* Essential HR Operations experience, including Payroll and management of a team.
* Relevant experience in change management - experience in managing the implementation of a new HR system would be advantageous.
* Ability to manage multiple priorities and stakeholders effectively.
* Strong leadership capability with the ability to drive change.
