Job Description:
Provides technical engineering expertise and work direction for Region Bridge activities (Bridge Inspection Program, Structure Maintenance, and Engineering technical support for Planning, Scoping, Design, and Construction of Structure Related Projects). The incumbent has the overall responsibility for inspection and determining needs for the DOT's structures throughout the Region. Ensures Public safety through compliance of the standards, policies, and guidelines established by the National Bridge Inspection Standards (NBIS), FHWA guidance memos, and the Department. Manages the region's Structure Inventory by identifying, analyzing, and prioritizing needs to ultimately define scoping, determine cost, and budget. Provides supervision of bridge inspection and bridge maintenance crews.

Working Conditions:
From approximately April 15 to October 15, the anticipated work schedule for this position is 10-hour days, 4 days per week from Monday through Thursday each week. Hours may vary due to travel, meetings, inspections, and workload. Travel throughout the Aberdeen Region will be required frequently. Occasional in-state travel with overnight stays may be required.
From approximately October 15 - April 15, the anticipated work schedule for this position is eight-hour days, Monday through Friday.
Night and shift work may be required, including working weekend hours and during holidays for emergencies such as flooding and/or damage to structures due to impact hits.
Jobs duties will require a mix of office work and field work for inspection. In the field the employee will be exposed to high-speed traffic and working at heights and over water while operating an elevated aerial device in all types of weather. Expect some exposure to animals, reptiles, and insects.
Physical requirements to walk, sit, and stand for extended periods of time. Routinely reach, climb, balance, stoop, kneel, crouch, or crawl through tight box culverts, wade through water and/or muck. Walk long distances over many kinds of terrain including, but not limited to, waterways, rip rap, steep slopes, etc.
Be able to hear and talk to perform the essential functions. Specific vision abilities required by this job include close vision, color vision, distance vision, depth perception, peripheral vision, and ability to focus.
Duties and Responsibilities:
* schedules/performs bridge inspections to comply with Federal Standards and DOT policies;
* formalize and submit data in the forms of written structure reports, structural and element level ratings, and updates to the BrM database;
* schedules/Perform final construction inspections or initial structure inspections for all structure related projects in the Aberdeen Region per SDDOT policy;
* assess structural damage resulting from accidents or natural disaster by inspecting, providing cost estimates and prescribes reactive measures to ensure safety;
* identify, record, prioritize and assign needs to the STIP, informal maintenance contracts or state forces;
* develops initial scoping, compiles projects, prioritizes, performs cost estimates, required to generate yearly STIP request;
* reviews the current STIP for estimated cost variances, potential scoping changes and project timeliness;
* informal Maintenance Contracts – review needs not included in the STIP by using the same process and develops the recommended contract maintenance budget for structural related work;
* determines, prioritizes, and assigns structural repairs that are to be completed by State Maintenance forces;
* supervises the region inspection and maintenance crews;
* provides technical consultation for structure related matters to Area Project Staff – Local Governments - Federal agencies such as FEMA, USGS, FHWA - Internal Customers for the Development of Plans and other engineering activities;
* serve on technical panels – Maintenance (Foreman’s) Panel – Research Panels – Region Safety Committee;
* ancillary structures – identifies inventory – develop database and criteria – performs inspection;
* design plans – assemble at times – provide technical input and review – provide engineering data;
* safety – maintains and promotes a safe work environment;
* other duties as assigned.
Knowledge of:
* State and Federal laws and regulations governing the national bridge inspection (NBI) program;
* engineering principles of structural design, construction, and maintenance methods and practices related to bridges and structures;
* material types and properties typically used in the construction of highway bridges and structures;
* mechanics of materials for static loading of various structural elements;
* manual on Uniform Traffic Control Devices (MUTCD);
* personnel management and the practices of supervision (desirable but not required);
* budgeting and management procedures.
Skills:
* safely operate aerial platform devices for inspection access. (training to be provided);
* operate various computer hardware/software, including but not limited to Microsoft office and Bentley products;
* time management and organizational skills needed to schedule, prioritize, assign, and research different topics;
* write clear, concise, and accurate technical inspection reports and findings.
Abilities:
* apply several engineering disciplines: hydraulics, geology, chemistry, structures, environmental, materials, and road design;

Position Requirements:
Incumbent must have a valid South Dakota driver's license. Obtaining a Class A CDL to mobilize inspection equipment is highly desirable, but not required.
Only applicants with a bachelor’s degree in engineering, FE certificate and the ability to become a NBI Team Leader will be considered.
Qualifications of Team Leader per 23 CFR 650.309(b)(1)(iv)(A)
Minimum qualifications to become a certified Team Leader, for the purposes of this position, include a bachelor’s degree in engineering, passing the FE exam, two years of NBIS bridge inspection experience, and successful completion of an FHWA-approved comprehensive bridge inspection training course, OR possess their Professional Engineer (PE) license, 6 months of NBIS bridge inspection experience, and successful completion of an FHWA-approved comprehensive bridge inspection training course. They will also need to take the NSTM course to qualify as a team leader for any NSTM inspections.
Required Training:
Comprehensive bridge inspection training, which must include topics of importance to bridge inspection; bridge mechanics and terminology; personal and public safety issues associated with bridge inspections; properties and deficiencies of concrete, steel, timber, and masonry. Inspection equipment needs for various types of bridges and site conditions, inspection procedures, evaluations, documentation, data collection, and critical findings for bridge decks, superstructures, substructures, culverts, waterways (including underwater members), joints, bearings, drainage systems, lighting, signs, and traffic safety features; nondestructive evaluation techniques; load path redundancy and fatigue concepts; and practical applications of the concepts listed in this paragraph.
NSTM inspection training, which must include topics on the identification of NSTMs and related problematic structural details; the recognition of areas most susceptible to fatigue and fracture; the evaluation and recording of defects on NSTMs; the application of nondestructive and evaluation techniques.
Compensation:
The total compensation of Hourly Wage + State/Federal Benefits for a typical year for entry level Region Bridge Engineer Supervisor is approximately $112,223.03 annually.
