Assistant Director of Transformation & Delivery

The post holder will be responsible for strategic oversight of all significant portfolio areas for the transformation, delivery and improvement function in Doncaster Place; responsible for the successful delivery of outcomes, governance and assurance that lead to improvements in health and care outcomes for the public.
The post holder will support the development of local strategic plans, the strengthening of partnership arrangements and oversee the delivery of a programme of projects that will achieve our strategic aims across Place and South Yorkshire. The post holder will work effectively with colleagues from across the organisation and Doncaster place partners including senior leaders.
Working as a crucial member of the transformation, delivery and improvement senior management team, leading the management of services including close working with the contracting team, key functions of the commissioning cycle including analysis of need with a focus on health inequalities, service design and improvement.
The role will be pivotal in the development of strategic priorities aligning them with national and local policy and the delivery of strategic developments and projects including any associated project plans.
The role will play a key part in ensuring system collaboration, crossing cutting both health and social care to ensure that our collective aims and objectives are delivered.

Main duties of the job
The post holder will support the delivery of specific work streams and programmes and undertake an active role as deputy to the Deputy Place Director.
The key objectives/purpose of this role include:
* Lead Urgent and Emergency Care at Doncaster Place, ensuring that the UEC Board works effectively and that surge and escalation processes are managed effectively at place and across the system.
* Lead winter resilience and the Doncaster response to OPEL frameworks and SCC requirements.
* Lead the operational planning round for Doncaster Place.
* Drive forward a programme management approach throughout the team, for all areas of work.
* Lead the development of the Living Well Strategic Delivery Plan as part of the 1 Doncaster Plan.
* Have oversight of all component parts of the Living Well plan, providing support to senior leaders in the team and in particular act as primary care lead for Doncaster Place.
* Ensure best use of local resources through engagement and leadership on the Doncaster QIPP plan and the Better Care Fund plan. Support the team to focus on the delivery of transformation combined with a challenging programme of efficiencies and savings in the light of the ongoing financial position.
* Develop strong relationships with the Deputy COOs at DBHFT and RDASH and other senior leads within Place, across health and social care.
* Deputise for the Deputy Place Director during times of absence and at key meetings where they are unable to attend/chair.

Job responsibilities
Communication and relationships
* Communicate the vision for SYICB and lead the development of strategy and operational policies that support this vision.
* Communicate, engage and build relationships with key strategic partners to influence the development of strategy and policies across the wider health and social care system; ensuring that these fully integrate with other areas of the NHS and wider.
* Forge close working relationships across the organisation and beyond to facilitate an effective matrix management approach to delivery of services, contracts, projects and programmes of work to ensure integration at all levels.
* Support the team, through working flexibly, to ensure that the commissioning of services and delivery of projects and programmes are integrated and that there is sufficient subject matter expertise to provide advice and guidance on best practice and legal implications.
* Communicate highly complex, sensitive and contentious information to a wide range of audiences, including in public and local consultations where there may be hostile/antagonistic audiences.

Analytical and judgement
* Provide critical analysis and interpretation of highly complex health, care and other information, data and statistics and provides direction where ambiguities exist.
* Interpret national policy and guidance in relation to Health and Care to support the delivery of local strategy and plans.
* Responsible for the development and delivery of robust information systems to ensure that all documentation is stored and used effectively e.g. dashboards, highlight reports, risk and issues logs etc.
* Responsible for the interrogation and analysis of sometimes highly complex and contentious information to support the delivery of clear reporting and outcomes.
* Write and deliver high-level reports for boards, which may span across health and social care and include Local Authority Cabinet Members, assessing progress against milestones, status, resource requirements, issues, risks and dependencies, making recommendations on mitigation and management of risk where a range of options may exist.
* Responsible for the development of key performance indicators, outcomes and milestones for complex services and projects, managing conflicts and ensuring that interdependencies are managed effectively and that risks are mitigated appropriately.
* Responsible for the delivery of detailed programme reports to SYICB leaders and various boards across the health and social care system, including when necessary National teams such as the Department of Health and Social Care.
Planning and organisation
* To provide strategic leadership for the development and implementation of new/existing services, including planning and needs assessment, development/review of service specifications, participating in the procurement process and development of contractual documentation, supporting mobilisation and ongoing contract management including improvement and performance of services.
* To lead strategic planning at a local level, obtaining information and views from stakeholders within a defined portfolio of work related to the commissioning of services to meet the needs of a given population.
* To lead the work at Place and across SYICB to ensure value for money across commissioned services including the delivery of any required efficiency/change programmes.
* Deliver significant service development/redesign using appropriate methods, including QSIR, linked to the commissioning cycle for SYICB targeted at improvements in health outcomes for the public.
* Lead the whole cycle of system change for a number of portfolio areas, ensuring excellent governance throughout.
* Responsible for the delivery of organisational change programmes and initiatives that support and embed excellence within the health and social care system.
* Support directors to develop, along with other senior leaders, the strategic vision of the transformation, delivery and improvement function within SYICB, and develop a programme management strategy and operational policies that support this vision.

Physical Skills
* Standard keyboard skills will be utilised daily due to the nature of the role which will require the use of computers and systems.
* Contact with patients / clients will be incidental; however, it is expected that this role will engage with residents around service change and seek resident views/involvement on services more generally on an ongoing basis.

* Responsible for supporting the commissioning of services and procurement of services to support delivery, acting in accordance with Standing Orders and Standing Financial Instruction.
