The Service Manager - Outreach will provide management oversight of Catalyst Support employees across the outreach contracts: Cuckooing, Bridge the Gap and HOST.
The post holder will have responsibility for all partnership relations, service development, monitoring and evaluation, and, alongside the Operations Manager, liaise with commissioners regarding service performance and contracts.
This is a part-time role: 28 hours a week and a 1-year contract. The salary is £34,980 pro rata.
Key Activities:
* To have overall line management for 2 Bridge the Gap outreach workers, 1 HOST outreach worker & 1 senior Cuckooing worker (who line manages 3 Cuckooing outreach workers)
* To manage and provide guidance, support, supervision and career development for all staff to enable them to deliver effective service
* To champion the rights of individuals, their families and carers in the delivery of services and through partnership working
* To promote the Catalyst ethos throughout service delivery, with all partners, stakeholders and the wider Surrey community
* To have responsibility for ensuring the safety and welfare of staff, volunteers and clients across our Outreach services by working to Service governance, policy, procedures and risk assessments
* To work with key partners on joint working initiatives and service development to ensure compliance with local protocols, including but not limited to:
o Safeguarding
o Information sharing
o Local plans and strategies
* To work with the People and Culture Team on the recruitment, selection, induction, supervision, performance management and development of staff
* To continually monitor service delivery, audit case management systems and data outcome reporting
* To ensure all aspects of service delivery meet legal and contract requirements and Catalyst policies and procedures alongside any relevant partnership governance i.e. SABP
* To work with the Finance Manager to set and review budgets for outreach services
* To work with the bid writer to secure funding for outreach services to ensure sustainability
* To work with the Operations Manager and teams to ensure services are delivered within budget and are cost effective
* To liaise with, and report to commissioners on key performances indicators, outcomes, critical incidents and safeguarding issues
* To promote anti-discriminatory practice, and challenge prejudice and stigma associated with substance use in a professional manner
* To help support the team to proactively re-engage service users who are at risk, have dropped out of treatment and recovery activities by undertaking home and community visits, and using trauma informed approaches and Motivational Interviewing to bring people back into treatment and other services where appropriate
* To liaise with non-statutory agencies, GPs, mental health services, social care and other appropriate stakeholders to promote the best pathway of care for clients
* To support the teams to ensure client records are regularly updated and maintained both electronically and on paper copies (where appropriate) to a high standard
* To work within Catalyst’s policies and procedures at all times, paying particular attention to confidentiality, consent, information sharing, safeguarding, and health and safety
* To carry out any other duties which are reasonably required by Catalyst
* To record and input client data and information in order for the service to operate within contractual, administrative and financial requirements
* To support on tendering processes for contracts within outreach services
* To work with Communications team around pathway and referral development
* To be part of the Management Team and, along with peers, contribute to delivering a professional and effective service
* To attend Strategic Leadership Team and key contract meetings in the Head of Operations’ absence
