About the job
The Head of Civilian Personnel Casework Services team is a key member of the Defence Business Services executive leadership team, responsible for the leadership and management of the Ministry Of Defence HR Casework Service. This team consisting of around 80 people is responsible for delivering first class HR services and specialist advice in a complex, high-profile, and fast-moving environment that has an outward-facing angle and requires engagement with Ministers or cross-Government leaders.
Job description
Key Responsibilities
* Acting as lead for the MOD’s HR Casework activity – providing professional and operational leadership for this service.
* Acting as senior decision maker on complex casework, taking personal accountability for overseeing all serious cases to minimise risk and ensure appropriate handling, escalation and resolution (including developing media lines).
* Acting as the lead Nominated Officer for MOD Civilians, a trusted point of contact for anyone wishing to raise a concern (breach of the Civil Service Code) about the department and its employees.
* Ensuring lessons learnt are captured and to inform policy formulation going forward.
* Being a full and active member of the DBS Executive Leadership team providing strategic and operational oversight of the business and delivery of key services and corporate development initiatives as required.
* Managing budgets, resources, and expenditure proposals for the areas of direct accountability.
* As a member of the department’s senior leadership team delivering a key HR service achieving further efficiencies and maintaining an effective HR workforce headcount ratio.
* Developing and delivering advice to senior stakeholders across Defence when required on issues and risks to the department.
* Shaping a coherent approach to governance and stakeholder management, recognising the high profile and criticality of MOD’s mission.
* Building a strong and sustainable relationship with the MOD’s Civilian HR function and the Defence Business Services Finance, Procurement and Civilian People team, creating a “one team” ethos, cg and delivering the right challenge and support to reflect MOD’s HR priorities. This includes playing an active role in the delivery of the HR People Strategy.
* The postholder may be asked to lead additional services in line with the progressive consolidation of Defence services as part of Defence’s Corporate Service Modernisation work and related initiatives.
Person specification
The successful candidate must be able to demonstrate their experience and skills against the following essential criteria:
* Qualified HR Professional – Chartered member of CIPD - with evidence of continuous professional development across a broad range of HR or equivalent professional qualification or HR knowledge.
* Significant leadership experience, including evidence of building an inclusive, high performing and professional team across multiple sites.
* Exceptional communication and influencing skills with the ability to provide clear advice and recommendations on complex casework and to earn the trust of senior stakeholders.
* Ability to create and develop a strategic vision, lead change activities and drive continuous improvement of HR Services across an organisation.
* Excellent analytical ability, using data and insight to inform the development and delivery of HR services and wider Defence objectives.
* Experience of leading the delivery of HR casework services at scale, including managing teams and projects, working across a complex organisation to deliver, business as usual, cultural change and excellent customer service.
* Experience of working at Executive Board level, including accounting for service development and delivery, and an ability to contribute to the development of cross-cutting organisational development as part of the DBS Executive Leadership Team.
