The Office for National Statistics (ONS) is the UKs largest producer of official statistics, covering a range of key economic, social and demographic topics. These include measuring changes in the value of the UK economy, estimating the size, geographic distribution and characteristics of the population, and providing indicators of price inflation, employment, earnings, crime and migration. You will work within the Data Governance, Legislation and Policy (DGLP) branch, whose primary focus is to support the governance of the access, use and sharing of data for research and statistical purposes. DGLP plays a key role in helping the Strategy and Policy division and wider UK Statistics Authority to fulfil its strategic objectives to produce statistics for the public good in ways which are legal, ethical, transparent. Job description This role provides a unique opportunity to work at the centre of an exciting area of the UK Statistics Authority. Working with the Data Governance Manager, and reporting to the Research Accreditation Panel (RAP), you will support the delivery of reviews of data processors (also known as Trusted Research Environments, or TREs) seeking accreditation under the Digital Economy Act (DEA) 2017. You will be part of a dedicated team carrying out thorough and robust assessment of evidence submitted by TREs against a dedicated capability framework, also providing advice, guidance and support to TREs during the accreditation and review process. You will work closely with a wide variety of other teams across the organisation, including Legal Services, as well as operational and analytical teams supporting the delivery of integrated data for wider use across Government, the research community and beyond. You will also have opportunities to work flexibly across the DGLP team, adapting to address priority issues and responding to dynamic business needs, often at pace. Responsibilities: Support the development, and implementation of, a comprehensive accreditation function to assess Trusted Research Environments (TREs) and their compliance with the Digital Economy Act legislation at a high and working level. This includes planning and scoping in-depth reviews of processing activities, supporting the Data Governance Manager to produce high quality, clearly drafted, robust evidence-based reports which will provide assurance that TRE are operating in accordance under the DEA legislation and the Five Safe principles. Support the development, implementation, and delivery of the DEA Accreditations capability engagement plans. Work with the Data Governance Manager in the annual planning process and communicating with senior stakeholders across the DEA Trusted Research Environment landscape. Deliver support on matters relating to the data capability part of the DEA Accreditation and support on building service insights and performance indicators. Working with Trusted Research Environments on regular engagements and during DEA accreditation assessments. Assisting the Data Governance Manager in drafting papers, and providing advice, support and briefing within the Data Governance, Legislation and Policy teams remit and to the Research Accreditation Panel. Person specification Essential Criteria: Ability to analyse information from a range of sources and topics and make judgments based on this; Strong interpersonal skills and has experience of working in teams and developing services with the ability to communicate complex information to stakeholders; Operate flexibly and at pace, with experience of planning and prioritising to meet tight deadlines; Experience working with a wide range of stakeholders, including building and maintaining strong business relationships; and, Strong communication skills, including excellent report writing.
