The Job Holder will be expected to:
* Lead a team of 25 people with responsibility for key areas of the Home Office Pursue domestic and international response including:
* Oversight and delivery of Home Secretary's Counter Terrorism (CT) tools including Terrorism Prevention & Investigation Measures, Royal Prerogative, Proscription, Designated Area Offence, & the Public Order Disqualification.
* Oversight and delivery of key CT legislation: working with operational partners to future proof our legislation against evolving threats and technology, and to develop policy and strategy including on future legislative options.
* Cross-system lead and co-chair of the Minors in CT Strategic Oversight Board with your Prevent counterpart to build responses to an evolving problem and ensure the CT system and other partners are able to respond in an appropriate way
* Support independent oversight arrangements including the work of the Independent Review of Terrorism Legislation.
* Lead on CT Finance work including: the delivery of the International Fraud Strategy; refresh of the Domestic CT finance strategy; developing policy around the interplay between humanitarian exemptions and CT Legislation; & delivery of the National Risk Assessment 2025 for Money Laundering and Terrorist Financing.
* Effective international collaboration, underpinned by the rule of law and human rights, to build on domestic CT efforts and enhance the UK's global response.
* Leading the Home Office's relationship on Pursue with other partners across Government including management of the Pursue Board.
* Oversight of the unit's work with the Government Legal Department to defend the Government against current and historic litigation.
* Alongside these priorities, there are likely to be additional areas of responsibility that the successful candidate will be expected to take on. This includes responding to critical incidents.
Counter Terrorism is a significant threat to the security and the prosperity of the UK. The aim of the Pursue arm of the CONTEST strategy is to stop terrorist attacks happening in this country or against UK interests overseas.
In the UK, Counter Terrorism Policing, MI5 and the wider intelligence community work closely and collaboratively using a range of capabilities to investigate, detect and disrupt terrorist activity working alongside the criminal justice system and other vital parts of the Pursue system such as local and devolved functions Our Pursue work is delivered across government departments and agencies, domestically and overseas, working in close collaboration to disrupt terrorist activity. This includes sensitive negotiations across the system to ensure Home Office equities are reflected in wider policy decisions. The UK's Counter Terrorism Toolkit is a critical capability. The Home Office ensures operational partners have the tools they need to operate under Terrorism legislation. Our work overseas is also important. Attack plots in the UK have been directed or supported by terrorists based overseas, or UK individuals have been radicalised while they have been overseas. We are building relationships with more countries' counter-terrorism systems which give us the links we need as the global risk picture changes. CT Pursue Unit is part of the National Security Directorate (NSD) within Homeland Security Group (HSG). The work of the Unit is varied, challenging and fast-paced, but the environment is friendly and supportive. This is an exciting and high-profile role, leading on some of the most important current national security priorities. The post holder will routinely brief Ministers on a range of issues and work closely with stakeholders across HSG, Whitehall and operational partners, as well as engagement with key partner countries.
