Role / Purpose
As part of the EMSOU Finance Team, the post holder will provide confidential financial and administrative support to the Head of Finance & Corporate Services, Regional Financial Management Accountant, and the Finance Operations Lead.
Note: Due to the nature of vetting clearance required for this role, you must have 5 years of continuous residency in the UK.
Core Responsibilities
Operational:
1. Assist with the day-to-day administration of devolved budgets, financial estimates, and general financial matters, ensuring transactions are accurately recorded to comply with financial regulations.
2. Prepare requested management information, monthly reports, and statistics.
3. Research, extract, manipulate, and analyze data to assist in the compilation of comprehensive management reports and audits.
4. Place orders for goods/services via the Finance System, ensuring delivery where required.
5. Check and scrutinize delivery notes, receipt goods, code relevant invoices, and input onto the Finance System for payment.
6. Raise invoices by checking and calculating payments and forwarding to appropriate forces, partners, and external agencies.
7. Maintain on-site cash services, including making cash payments, issuing receipts, ensuring prompt banking, and regular cash balancing, in compliance with cash handling procedures.
8. Maintain and reconcile bank accounts, credit cards, and cash accounts, including monitoring bank accounts and processing urgent payments.
9. Analyze and reconcile credit card expenditure and process appropriate recharges onto the Finance System.
10. Maintain stationery stock and order supplies to ensure minimum stock levels are maintained.
11. Process police and police staff overtime, expenses, and mileage claims, ensuring they are correctly completed, authorized, and coded in accordance with regulations and deadlines.
12. Provide advice and support in resolving financial queries related to overtime, enhanced pay, unsocial hours, travel, and expenses, in accordance with organizational policies and legislative requirements.
Essential Criteria
1. Hold GCSE Grade C/Level 4 or equivalent in mathematics and English Language, or have relevant work experience demonstrating this standard.
2. Proficient in managing Microsoft Outlook, Word, Excel, and databases, with the ability to present information clearly and accurately.
3. Ability to assess new information and reorganize tasks to meet changing priorities and work streams.
4. Effective and professional communication skills, both verbal and written, with people at all levels.
5. Ability to manage customer expectations.
6. Ability to work independently and as part of a team.
7. Proactive and flexible approach to working under tight deadlines and adapting to change.
8. Strong general administration and customer service skills.
