About the job Job summary His Majestys Naval Base Clyde (HMNB Clyde) is home to the United Kingdoms Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clydes primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year. RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons. This position is advertised at 37 hours per week. Job description Safety Assurance headed by Captain Base Safety (CBS), provides self-regulation and assurance of compliance with all relevant legislative and regulatory requirements on behalf of the Naval Base Commander (NBC), the Authorisee. The Safety Design Control Committee (SDCC) is a sub-committee of the Clyde Nuclear Safety Committee (CNSC) and forms part of the due process safety management arrangements required for compliance with DSA02 DNSR, Authorisation Condition (AC)13. The purpose of the SDCC, as part of due process, is to provide robust independent assurance, challenge and advice on the adequacy of Design Safety submissions, produced at HMNB Clyde when considering nuclear safety significance. The Projects SDCC Chairperson provides assurance to Projects Due Process Assistant Head, CBS and NBC that Design Safety submissions are consistent with regulatory and legislative requirements / expectations including ONR/DNSR TAGs, TIGs & SAPs, IAEA Standards and WENRA Reference Levels. As the Projects SDCC Chairperson you will have the opportunity to: Assess safety design documentation for proposed modifications to current infrastructure, as well as new installations in readiness for the next generation of nuclear submarines at HMNB Clyde, providing confidence and assurance to the Authorisee that risks are being adequately managed. Influence the development of fit for purpose safety case documentation providing feedback to the Design Authority on the adequacy of the Design Safety submissions presented when considering relevant good practice, the nuclear safety significance of the documentation, and compliance with regulatory expectation. Contribute to the development of nuclear safety strategies, plans and policies, and influence the implementation of good practice as part of continuous improvement. Expand and deepen knowledge and experience in specific nuclear, and regulatory topics, however successful applicants will already have demonstrable experience in the field. The Projects SDCC Chairperson is integral in ensuring the functional output of the SDCC meets the requirements of DSA02-DNSR, AC13 compliance. Person specification The role is suitable for an individual who has: A background in the Nuclear Enterprise. A strong understanding of safety assurance, appropriate due process and associated regulation and compliance requirements for safety submissions. Experience in the assessment of Nuclear Design Safety submissions with knowledge and understanding of relevant good practice to meet regulatory expectations. Strong interpersonal skills and ability to engage with a wide range of stakeholders at all levels of the business.
