Job summary The post holder will be responsible for the management and monitoring of all Land, Property and Accommodation related issues across the UHB Property Portfolio, which is valued in excess of £680 million. Where appropriate the post holder will take lead responsibility for specific property, land and accommodation issues. The post holder will also be responsible for the development and management of a comprehensive estate database which will include the reporting on size, condition, occupancy, utilisation and performance of all estate assets across the UHB. In addition, the post holder will be responsible for the management and monitoring of Public Private Partnership/Private Finance Initiative Contracts on a UHB wide basis and liaising with external partners. Develop systems for monitoring performance against contract conditions and promote positive working relations and collaboration between all PPP/PFI parties Main duties of the job Provide assistance and guidance on legal matters relating to Land and Property issues. Will negotiate and obtain lease agreements, rent reviews, rateable value assessments etc. that are most beneficial to the UHB. Act as a focal point of contact at multi-professional level on matters pertaining to land, property, leases and PFI contracts and will advise UHB managers to enable them to make informed decisions. This will include specialist advice on a wide range of specialist aspects including acquisition, management, development and disposal of land, property and assets, PFI Contracts and Commercial or other leases within the UHB. Be responsible for the development of the UHB Estate Performance Report and EFPMS data in accordance with WG requirements. Be responsible for the development and maintenance of the UHB Estate Database and Land and Property Register. Lead on the PPP/PFI contracts, including but not limited to; St David's Hospital, Cwrt Llandough (staff residences) and Llandough Creche. Monitor performance of the daily management of all estates and facility management services at these sites, ensuring a high quality and responsive service to patients, visitors and staff. Lead on arrangements for the end of PPP/PFI contracts to achieve an effective handover that meets all contractual commitments.
