Job Summary
The Senior Contracts Manager is part of the Multi-Disciplinary Estates Team and reports to the Head of Business Management & Compliance. This role involves managing contractual relationships for both PFI and non-PFI estates, ensuring high standards and value for money. The manager will liaise with senior managers from Project Co and the maintenance provider (Rydon), acting as the senior client in negotiations and performance management.
Main Duties of the Job
Key responsibilities include working with Estates colleagues and client teams across the Trust, managing estates capital projects, property, and energy/environmental initiatives. The role also involves engaging with AWP customers, partners, tenants, and occupiers to deliver high-quality services and drive efficient use of the Trust's estate. Additionally, the manager will play a significant role in estates rationalisation, preparing business cases for significant changes, and building investment cases in line with national guidance.
This role will ensure that all applicable statutory and mandatory obligations are met, and that the Trust's policies and procedures are adhered to.

Job Responsibilities:
1. Responsible for the management and ongoing development of the PFI and non-PFI contracts on behalf of the Trust.
2. Manage the PFI and non-PFI contracts and develop collaborative contractual relationships with the Service Providers, ensuring that regular contract meetings are held with all parties.
3. Ensure systems for robust governance and compliance of the relevant PFI Project Agreement and non-PFI contract schedules.
4. Influence and negotiate with senior leaders including Directors and commercial partners to manage complex situations and areas of contractual under-performance.
5. Work directly with PFI partners to ensure the facilities and services are compliant with the Project Agreement.
6. Review and manage financial schedules within all estates contracts and liaise with accountants and business managers as required.
7. Provide direct line management support for Assistant Estate Officers and team administrators.
8. Work with key stakeholders to identify commercial opportunities and safeguard the Trust against contractual risks.
9. Build compassionate and influential relationships with staff at all levels.
10. Develop a strategy and contribute to the monitoring of the condition of the Trust's estate.
11. Support the Head of Estates Business Management & Compliance and other colleagues to further develop the Partnership with third-party providers.
12. Deputise for the Head of Estates Business Management & Compliance when required.
13. Monitor and review the technical compliance and performance of the PFI and non-PFI assets.
14. Ensure the annual authorising engineer compliance audits are received for the PFI and non-PFI estate.
15. Build and manage key relationships and maintain networks internally and externally.
Person Specification:
Qualifications:
* A degree within the related field (Contract, Business Administration).
* Relevant certifications such as Certified Commercial Contract Manager (CCCM) or Certified Professional Contract Manager.
Knowledge:
* Advanced understanding of contract laws, rules, regulations and practices.
Skills:
* Strong analytical, negotiation and communications skills.
* Proven ability to lead and manage a team.
Experience:
* Extensive experience in contract management including drafting, negotiating and managing both public and private sector contracts.
* Experience in a specific industry relevant to the role.
