POST OBJECTIVE
The postholder will implement, monitor and manage the new Winchester Street Market Contract. This will include:
• providing a full range of client contract management roles to deliver the council’s vision for a well-curated, high-quality, locally driven street market
• financial review and analysis
• performance review and assessment
• ensuring compliance with contract and polices including overseeing onsite procedures
• maximizing opportunities for income generation and extending the offer
• client management and liaison between the council and the market operator and traders
SPECIFIC TASKS:
Contract management
1. Ensure the new Winchester City Street Market Operating Policy and Winchester City Street Market Compliance and Legislation Policy: volumes one and two are implemented to ensure compliance with the contract and health and safety regulations.
2. Monitor the market operator’s day to day delivery operational arrangements, including logistics, technology and transport. This will involve regularly observing set up, set down as well as ensuring health and safety regulations, including food safety and allergen management, risk assessments are being adhered to.
3. Arrange and administer monthly in person contract monitoring meetings, implementing robust contract management in line with the council’s Contract Management Framework, ensuring the contractor is meeting agreed KPIs.
4. Be responsible for reporting and presenting performance information that is accurate, timely and easily understood by a range of audiences.
5. Work with internal colleagues to assist the street market operator in implementing any new legislation that affects street market operation.
Financial performance
6. Be responsible for managing of the council’s street market budget.
7. Oversee the operator’s income collection and reconciliation procedures. Review external finance statements, provide analysis and understand and interpret the figures ensuring that income to the council is protected and maximised. Liaise with colleagues to create financial monitoring reports for scrutiny.
8. Participate in Winchester City Council’s annual service and fees and charges reviews and contribute towards the preparation of future procurement and contract specifications.
Enhanced customer experience
9. Work with the market operator to ensure the market consistently delivers an excellent customer, visitor and trader experience.
10. Oversee the approved trader application and accreditation process.
11. Consider best practice elsewhere and work with the market operator to develop the Winchester Street Market offer to improve the variety and quality of goods sold as well as introducing new themed and seasonal markets.
12. Be the main point of contact for the council for all internal and external enquires and complaints
13. Work with the market operator to encourage sustainability and reduce the markets carbon footprint in line with the council’s climate emergency and carbon neutrality action plan.
Communications and engagement
14. Maintain regular communication and engagement with the market operator and where appropriate with traders, other Winchester businesses as well as key organisations including the Winchester Business Improvement District
15. Work with internal colleagues and the appropriate cabinet member to ensure clear communication and to manage effective working relationships with the street market operator, market manager and traders.
16. Work with the council’s corporate communications and tourism marketing teams to market the Winchester City Centre Street Markets to residents, visitors and those that work in the city.
Other duties
17. Act as an emergency out-of-hours contact or the council in respect of the management of the Winchester Street Market.
18. Undertake other duties as may be required by the Business Engagement Manager, Service Lead for Economy and Tourism or Corporate Head of Economy and Community.
