The Service reports to the Pipelines Engineering & Integrity Lead.
The Service holder ensures that the pipelines system is properly designed, integrating various aspects which include specific engineering features like seismic & strain-based design, pipelines metallurgy, HSE and constructability (including installation strategy). It focuses mainly on the offshore part.
The Service holder perimeter includes all the activities related to the development of Papua LNG (PLNG) Offshore Pipelines System, interfacing with the other systems of PLNG future upstream facilities, i.e. onshore export pipeline and LNG Plant, including TE PNG and the stakeholders (e.g. Partners).
The Service holder will work under the management of the Pipelines Engineering & Integrity Lead, with the missions as defined below:
1. To contribute to the Offshore Pipelines System delivery within budget and time schedule, in conformity with applicable laws and regulations, codes (DNV), and standards (PNG standards calling Australian standards), contextualized General Specifications, with required level of quality, high HSE Standards, with respect of the Project highly environmentally sensitive environment, and within the agreed time schedule and cost.
2. To provide support to challenge the FEED contractors and promote alternative designs to optimize the cost, work, and schedule.
3. To participate in the Offshore Pipelines EPC Contract acting as Deputy Company Representative in the EPC contractor premises.
4. To contribute to minimize costs, improve environmental impact, improve overall quality and planning.
5. To implement within his perimeter and for the contract(s) he manages, the Project’s Papua New Guinean Local Content Plan.
6. To hand-over to Field Operations the Offshore Pipelines System fit for purpose, operable, capable of being inspected, maintained, and reliable.
7. To contribute to the LLI procurement CFT documents preparation in coordination with the Company Procurement Team.
8. To contribute to the studies leading to technical decision making and issue recommendations to the Offshore Pipeline Lead from Project Management. In addition, the Service holder contributes to the EPC CFT documents preparation for next phase.
9. The Service holder demonstrates a strong HSE behavior, participates in the effective implementation of the Project HSE policy and commitment, adopts the Company Ethics and “Code of Conduct” policy, contributes to enforce the Corporate Anti-Corruption Program within the project team.
10. Promotes safety awareness at all levels through exemplary and pro-active attitude within Project team and contractor /Subcontractors/ Vendors’ team.
11. Challenges the Engineering contractor / promotes alternative designs to optimize the environmental impact, cost, work, and schedule.
12. Reviews FEED engineering documents and consolidate comments related to pipelines deliverables; liaise with other engineering specialist(s) (for ex. Corrosion, Geotechnical), and entity (Operations, HSE…) as required. He will focus on all engineering documents related to the offshore part.
13. Participates in safety studies, technological risk assessment, HAZID, HAZOP, QRA and any other risk mitigation.
14. Ensures that all offshore Environmental studies are duly considered in close coordination with Project H3SE team.
15. Challenges General Specifications when appropriate, liaises with HQ experts, issues and follows-up Derogations requests.
16. Supports the preparation of and participates in Project Reviews, provides answers, and ensures timely implementation of the findings (Offshore part).
17. Supports the Call for Tender Phase, contract Exhibits, answers to Technical Clarification Request from Tenderers for offshore EPSCC.
18. Participates in the technical clarification meetings with the Tenders, bid evaluation and Recommendation to Award (Technical) for offshore EPSCC.
19. Provides technical support to the LLI’s Procurement in coordination with the Procurement and Fabrication Lead.
20. Provides technical support to the Construction supervision team including preparation of the pre-commissioning activities.
21. Provides technical support to the Field Operations team for the preparation of the commissioning and start-up activities.
22. Participates in the interfaces management in coordination with the Project Interface Management team.
23. Provides adequate and timely reporting of the Engineering activity (highlights, budget, progress, concerns).
24. Ensures confidentiality of all the Project internal critical information and documentation as per Project procedures.
25. Promotes ‘lessons learnt’ and provide feedback to other TotalEnergies E&P entities as required.
26. Contributes to monitoring the FEED/EPC Contractors’ performance in offshore pipelines engineering: timely delivery and review of Contractor’s engineering documents, studies and queries, through an efficient technical coordination scheme with the Contractors.
Requirements
Professional Experience (years): 15+ years in Oil and Gas projects.
Experience in similar position (years): 10+ years at same or equivalent position with managerial responsibilities.
Main technical skills:
* Pipeline offshore installation (practical).
Previous experience in managing teams for the construction of Pipeline Systems in harsh environments, remote location, subject to geohazards (liquefaction) and offshore pipelines including shore approach are considered as added value for the position.
Level / Diploma: Engineer, or equivalent.
Languages: English mandatory, French will be a plus.
