Regional Commercial Manager
Location: Hull (Hybrid working - 3 days per week minimum on site)

A leading international engineering and industrial services provider is seeking an experienced Commercial Manager to join its growing project delivery team. This role offers the opportunity to oversee a major engineering, procurement, and construction (EPC) project, with responsibility for commercial leadership, contract management, and financial reporting across the full project lifecycle.
The successful candidate will have a strong background in major construction projects, preferably within the mechanical, structural, and electrical disciplines. A deep understanding of NEC Option B contracts (priced contract with remeasurement) and experience managing remeasurements would be highly valued.
The Commercial Manager will report directly to the Head of Commercial and be accountable for all commercial and cost management activities associated with a multi-disciplinary engineering project. This includes ensuring financial targets are achieved, providing timely and accurate reporting, managing contract compliance, overseeing subcontractor engagement, and supporting project delivery teams in achieving operational excellence.
Key Responsibilities:
Commercial Management
* Lead the commercial function for the project, ensuring full compliance with governance procedures and best practices.
* Deliver accurate and timely P&L reporting, cost and value reports, month-end reports, and forecasts.
* Manage all commercial activities (through the team) including subcontractor procurement, contract negotiation, payment certification, and compensation event management.
* Interpret and manage contracts, with a strong focus on contract conditions, exclusions, and qualifications.
* Ensure the proper management and verification of remeasurements under standard methods of measurement (e.g., SMM7/NRM2).
Financial & Risk Control
* Provide visibility on project financial performance through the preparation of monthly management accounts and reports to senior leadership.
* Monitor and control project budgets and forecasts, highlighting risks and opportunities.
* Interface with the project controls team to ensure alignment between cost, schedule, and risk management.
* Support internal and external audits, ensuring compliance with all commercial and financial requirements.
Leadership & Team Development
* Manage a commercial team, including a Commercial Site Lead and Quantity Surveyors.
* Provide mentorship, guidance, and oversight to ensure deliverables are met accurately and on time.
* Coordinate with project management and planning teams to maintain project alignment and achieve commercial targets.
* Recruit and onboard additional team members as necessary to support project requirements.
Required Experience and Skills:
* Proven track record in commercial management on major construction projects (preferably in industrial, chemical, energy, or infrastructure sectors).
* Extensive knowledge and hands-on experience with NEC Option B contracts.
* Strong expertise in remeasurement and standard methods of measurement (SMM7, NRM2).
* Solid understanding of project controls, budgeting, forecasting, and financial reporting.
* Experience preparing and presenting commercial reports to board level.
* Strong contractual awareness and ability to manage contract negotiations and disputes confidently.
* Ability to work independently, manage multiple priorities, and make informed commercial decisions under pressure.
* Professional, straightforward communicator with strong stakeholder management skills.
Qualifications:
* Degree qualified in Quantity Surveying, Commercial Management, Construction Law, or a related field (or equivalent experience).
* Membership of a recognized professional body (e.g., RICS, CIOB, ICES) is desirable.
* 10+ years of relevant experience in senior commercial or project commercial management roles.
